1. The government of Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the One WaSH National Program and intends to apply part of the proceeds toward payments under the contract for Civil Work Construction with Supply and Installation of Pipes and Fittings and Electromechanical Equipment for Chercher Town WSP.
2. Tigray Water and Energy Bureau now invites sealed Bids from eligible Bidders for Civil Work Construction with Supply and Installation of Pipes and Fittings and Electromechanical Equipment for Chercher Town WSP@Chercher Town, southern zone of Tigray Project completion time one year and no margin of preference applied.
3. Bidding will be conducted through national competitive procurement using Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers-Procurement in Investment Projects Financing, dated July 2016, revised November 2017 and August 2018 (Procurement Regulations"), and open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Tigray Water and Energy Bureau, One WaSH National Program, PMU Coordinator Mr. Dagnew Hagos, dagnewu.hagos@gmail.com, 0942-01-68-20 and Room No 111 New Building, Att. Mr. Samson Berhane, sbgirmity@gmail.com, Room No 111 new building and inspect the Bidding document during office hours 2:00-6:30 and 8:00-11:30 local time. The Bid Document will start to sell on 26 March 2024.
5. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of 800.00 ETB (Eight Hundred Ethiopian Birr). The method of payment will be paid to the Bureau Cashier in person. The document will be sent in person.
6. Bids must be delivered to the address below Tigray Water and Energy Bureau on or before 3:00 Local Time, 25 April 2024. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below Tigray Water and Energy Bureau at 3:15 Local Time, 25 April 2024.
7. All Bids must be accompanied by a Bid Security of 1,000,000 ETB (One Million Ethiopian Birr). Bid Documents will be purchased from OWNP procurement Section Room No. 111 New Building.
8. All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
