Mekelle City is located in the Northern part of Ethiopia, about 768 km North of Addis Ababa. The absolute location of the city is 13°35'N 38°17'E 14.100°N 38.283°E latitude and longitude respectively. The city is subdivided in to seven sub administrations (sub cities).
Mekelle city administration has a need to retain professional consulting services. The City is therefore issuing a Request for Proposals (RFP) from qualified consultants to assist the department with the development and implementation of a comprehensive Asset Management Program that will include, but not be limited to, the following: detailed asset inventory; identification of operations and maintenance tasks and programs, establishment and definition of levels of service; creation of long term funding strategies; clarification of the consequences and probability of infrastructure failures; development of minimum life-cycle costs for assets; and definition of critical assets, values and replacement costs.
Mekelle city administration intends to enter into a Professional Services Contract with selected consulting firm to provide the professional services described above. The selected firm will be asked to provide professional services on an agreed upon and specific scope of services and-fees. This project is in the City's Capital Improvement Project (CIP) Program.

In sending their expression of interest, interested firms must provide information indicating that they are registered and qualified to perform the service description of similar assignment, experience in similar condition and availability of appropriate skill among staffed)

- Technical and managerial organization of the firm 30%
- Firms experience in similar assignment 50%
