The United Nations Children’s Fund (UNICEF), the world’s leading organization working for the rights of children, is inviting applications for the above position. 

PURPOSE OF THE POST: 
Accountable for formulation, design, planning, implementing, monitoring and evaluation of WASH programme (both at rural and urban level) to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives.
Support identification of gender inequalities and implement programmes to eliminated inequalities.
 
MAJOR DUTIES AND RESPONSIBILITIES OF THIS POST INCLUDE:
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

1.    Provides high level Policy technical support to senior government officials from the 4 Government sectors involved in the ONEWASH Sector Wide Approach (Water, Health, Education and Finance Ministries) at the federal and regional levels, parastatal organizations, and non-government organizations at all stages of the programme cooperation, including capacity building of government personnel and beneficiaries. Specific focus on Multi-stakeholder Forum (MSF) and Sanitation and Water for All (SWA) commitments as well as in supporting the development of relevant policies for urban WaSH (cost recovery of water supply infrastructures, Delegated Management Framework, Urban sanitation policies)

2.    Represent UNICEF at key sectoral forum and Water Technical Working Group, National Level Task Force, ONEWASH Consolidated WASH Account pool fund and sectoral reviews as needed. Act Section deputy and OIC as needed.

3.    Monitoring and evaluation of programme performance is properly undertaken for adjustment, acceleration and improvement of program delivery, capitalizing on joint global monitoring and evaluation frameworks such as the WHO/UNICEF Joint Monitoring Programme, the National WASH inventory, DHS, and academic institutions. Gender/sex disaggregated data and inputs relevant to the WASH programme provided.

4.    Ensure exchange of information, experience, identify new strategies and courses of action to accelerate/improve delivery of services and achieve WASH programme requirements and objectives. Conduct field visits to monitor programmes and collect information. Conduct periodic programme reviews with Government counterparts and other partners 

5.    Undertakes field visits, and surveys in order to monitor and evaluate project implementation. Identifies problems and proposes remedial action. Identifies alternative courses of action, to accelerate/improve programme delivery.

  • MINIMUM REQUIREMENTS:

    Education 
    Advanced university degree* in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance. Additional training in Health Education or Communication for Development (Programme Communication), an asset. *A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.

     

    Language Proficiency: Fluency in spoken and written English and Amharic Languages required. 

    Nationality: Candidates MUST be NATIONALS of Ethiopia.

    Work Experience
    Eight years of progressively responsible professional work experience in the UN or other international development organization, national government or the private sector. Field work experience. Background/familiarity with Emergency (preparedness and response), resilient WaSH approaches and the IASC Cluster approach, as well as sector interventions in urban contexts.
