The SPM will support the regional project staffs/teams and build their execution capacity to ensure that all the projects under the Agricultural Commercialization Cluster (ACC) initiative and other ATA-led projects implemented in the region are delivered on time, on budget and achieve the targeted results.The incumbent will work very closely with the director of Project and Portfolio Management Office (PPMO) in the head office, regional ATA project staffs/teams, and concerned Regional Bureau of Agriculture teams and other regional Government offices to ensure the establishment of the regional PMO and standardizing project management processes and techniques thereby increasing the execution and delivery capacity of the regional project team.Project execution capacity has been identified as a major bottleneck to the transformation of Ethiopia’s agriculture sector, and the Manager will be on the front line of catalyzing change affecting millions of smallholder farmers.This position will report directly to the Regional Implementation Support Director and the Director of Project and Portfolio Management Office (PPMO) at the Head office. The PPM team sits within the Implementation Support (IS) Vertical, which strives to standardize project/program/portfolio management practices in the agency and elevate project management skill of ATA project teams that drive the impact and effectiveness of the ATA’s and partners’ work with smallholder farmers. The position will be based in ATA regional Offices.Essential Duties• In collaboration with the regional Implementation Support Director and the director of Project Portfolio Management Office (PPMO) of the ATA Head office, create and lead a regional Project Management Office (PMO)• Support the design and implementation of project management systems, processes, and tools in the regional ATA office with guidance from the PPMO Director of the ATA Head office and support from the Regional Implementation Support Director• Undertake regular capacity need assessment of the regional ATA office with respect to Project Management Skills and implement tailored capacity enhancement interventions• Facilitate the development of problem solving skills within the regional projects team• Link projects with common or related activities and facilitate the transfer of learnings from one project to another• Develop an approach to enhance the capacity of ATA regional government partners in best project management practices and techniques• Regularly seek feedback from ATA and partner project teams for improvements to Project Management tools, training and support• Perform other related tasks when assigned

S/he will be responsible for directing, planning, managing and reviewing the implementation and effectiveness of all procurement strategies, processes, systems and procedures, developing and implementing policies, procedures and practices related to procurement and leading on negotiation of strategic procurement relationships to ensure quality and efficiency. The Director will also design an effective team structure for the ATA’s procurement team that ensures efficiency, transparency and quality of service.This role will report to the Senior Director OperationsMAJOR DUTIES AND RESPONSIBILITIES• Develops and successfully implements a strategy for Procurement aligned with organizational objectives• Leads the development, implementation and management of procurement plans of the Agency received from Directors and Managers and submits to Senior Management for review and approval• Drives overall operational excellence in all procurement processes and leads the procurement team in improvement of efficiency and effectiveness• Ensures the expectations of internal partners in capturing the best value available in the market are met while complying with the Agency’s and government Procurement policies• Leads the continuous improvement of all procurement processes, planning, compliance and systems• Leads the design, revision and implementation of procurement manual, policies and procedures to support the needs of the organization and ensures adherence to internal controls within the purchasing/procurement system within the organization• Ensures compliance with donor’s policies and in country laws and regulations, including the documentation requirements and procedures of the World Bank, USAID and other international financing bodies• Oversees and guides international and local procurement process end-to-end ensuring all procedural and documentation requirements have been met• Establish a reasonable and appropriate lead-time for ordering and delivery of goods• Oversees the timely preparation and submission of periodic procurement status reports on general procurement activities containing details of all completed purchases and outstanding purchases and payment requests to the concerned staff• Works as a procurement liaison person with the World Bank and other development partners that finance the Agency’s procurement• Ensures that ATA receives quality goods and services at the most competitive prices/rates and in timely manner• Oversees coordination with the clearing agent regarding the proper clearing of goods from customs and onward shipment to intervention sites as required• Leads, mentors and builds the capacities of the procurement team members and maintain an integrated, well-trained, effective and highly motivated team• Performs other related tasks as requested

In particular, the Policy Advisor will be involved with two to four internally executed policy-focused studies at a time, which focus on identifying and assessing policy options for the Ethiopian government in a range of challenging agricultural and trade policy areas.He or she will work closely with the Principals and Case Team Leaders, who lead and manage these engagements, to provide thought partnership, guidance and support on the existing policy situation, how policy-makers can be most effectively engaged, and the specific policy and economic analysis required.He or she will also manage a number of studies outsourced to local and international study partners, including the procurement of services from these partners. He or she will review and input to policy study TORs and plans, facilitate interaction between study partners and key stakeholders, and manage regular updates and other activities to ensure the studies are completed on time and to the quality required.To ensure the impact of the Policy Unit’s work, the Policy Advisor will need to maintain strong relationships and lead discussions with senior policy-makers across government, as well as relevant development sector and private sector partners.Significant experience and proven success leading and delivering high-impact, challenging policy-related analysis, stakeholder consultation, and engagement with policy-makers is therefore required. A strong passion for transforming agriculture and improving the lives of smallholder farmers is highly preferredESSENTIAL DUTIES:• Contributing to the development of the Analytics approach to policy focused work, including prioritization of policy analyses, preferred analytical approaches and tools, engagement model with clients, local partners and senior policy makers, standard output formats, and other areas• Join case teams to take on policy-focused work, including problem structuring, data collection, quantitative and qualitative analysis, leading stakeholder engagement, drafting policy documents (i.e. proclamations, regulations, guidelines, directives), and presenting to senior policy makers• Provide expert guidance and advisory support to other case teams where lighter support such as validation of methodology, modeling approach, assumptions or outputs is required• Drive development of strategic data solutions to support policy analysis capability in the team• Develop the approach to contract out policy analysis to partner institutions and service providers, locally and internationally, and oversee quality control of the deliverables• Manage relationships with specific partners and service providers for externally contracted work, and oversee specific engagements to ensure outputs are fit for purpose• Develop and run trainings on policy analysis and other related topics for staff in the Analytics Team as well as the broader organization• Oversee policy assessments to inform agenda-setting and identification and prioritization of sector-wide or sub-sector policy issues• Coordinate and/or participate in joint planning and alignment workshops with partners focused on policy issues• Share or present studies to policy-makers and at existing policy forums or by organizing roundtables• Establish and maintain strong relationships and lead discussion with senior policy-makers across government partners, as well as relevant development sector and private sector partners
