Ethiopian Agricultural Transformation Agency (ATA) Vacancy AnnouncementPosition: Senior Finance Officer - Budget and Finance Reporting- Term of Employment: One Year with possibility of extension- Duty Station(s): Addis Ababa- Required Number: One- Salary & Benefits: Competitive- Application Deadline: June 12, 2019POSITION SUMMARY:• Support the Budget & Financial Reporting Manager in the preparation of the organization annual & revised Budget, analyze the actual financial data in the system & take appropriate corrective actions where necessary and compile various types of financial reports to the management and external bodies.• The job holder will directly report to the Budget & Reporting Manager.MAJOR DUTIES AND RESPONSIBILITIES:• Ensuring appropriate guidelines for the budgeting process are provided to Budget holders.• Review the existing system of the budgeting process and recommend improvements in the budget management process.• Provide training, advice and closely support the budget holders during the development of the budget.• Ensure the budgets developed by the budget holders are properly put into the system and resource allocation are made• Ensure that the approved budgets and subsequent amendments are correctly recorded into the system and also ensure budget amendment processes are in accordance with ATA policies and procedures.• Ensure that reasonable estimates of costs are used in budgeting, based on historical data and current market condition and also rates are used in accordance with policies & guidelines.• Assist the Budget & reporting Manager on the compilation of data based on statistical studies and analyses of past and current years to prepare budgets and to justify funds requested.• Assist in the Reviewing of operating budgets periodically to analyze trends affecting budget needs.• Support the Budget & Financial Reporting Manager to ensure adjustments are made in accordance with program changes in order to facilitate long-term planning.• Support in the preparation of regular and special budget reports to interpret budget directives and to establish policies for carrying out directives.• Follow-up with the Budget holders for BVA feedback expected from them and take the appropriate corrective actions based on the comments given.• Support in the preparation of comparative analyses of operating programs by analyzing costs in relation to services performed during previous fiscal years and submits reports to manager of organization with recommendations for budget revisions.• Support to establishes budgeting systems and procedures; analyzes and monitors program budgets and expenditures for compliance with the Ethiopian Government policy and funding agency guidelines.• Coordinate the reconciliation process of data between IBEX and AGRESSO and HQ & ROs on a regular basis and take appropriate corrective actions in a timely manner.• Ensure advances are settled in a timely manner and follow up on outstanding advances and provide regular analysis report on them• Perform other duties as assigned by the Budget & Financial Reporting Manager.
