  1. The bidding will be conducted through international competitive bidding as specified in the government's procurement guideline and rules, all the bidders from eligible source countries as defined in the guideline. 
  2. The service to be provided by the bidders is providing highly qualified expatriate professionals in supervision of Gerb Giba Mekelle water supply project, 
  3. The firms that participate in the bid have to have international experiences in construction supervision contract administration and capacity building of dams, water treatment plants and water supply distribution system. 
  4. A complete set of bidding document can be purchased by any interested and eligible bidder on the submission of a written application to Tigray water works study Design and supervision Enterprise upon payment of non refundable fee of birr 200.00 from 23/10/2019 to 22/11/2019 at office No 9th on working hours. 
  5. Bidders may obtain further information related to the biding documents, at the above office. 
  6. The Sealed envelope containing Bidding documents (TECHNICAL AND FINANCIAL) shall be submitted to the ENTERPRISE on or before 22/11/2019 not later than 2:30 P.M. The Bid will be opened in the presence of bidders or their representative on 22/11/2019at 3:00 P.M. in Tigray water works study Design and supervision Enterprise office no 9. 
  7. The bid must be an accompanied by a bid security, in of ETB 20,000.00(twenty thousand birr) CPO valid for 90 days and sealed in separate envelop marked bid "security". 
  8. Documents should be sealed envelope and signed on each page of original and copy for the technical and financial documents separately, the original one will open for bidding and the copy will be kept in the ENTERPRISE responsible section may be for verification. 
  9. Bids shall be valid for a period of ninety (90) days after Bid opening. 
  10. The employer will respond in writing request for clarification, which it receives earlier than 17/11/2019 prior to the deadline for the submission of bids. 
  11. The Enterprise reserves the right to reject any or all the bids.
