1. The Federal Government of Ethiopia has received financing from the Ministry of Foreign Affairs/Directorate-General for Development Cooperation of The Government of Italy, toward the cost of the Drought Resilience and Sustainable Livelihoods Program (DRSLP/AICS) and it intends to apply part of funds to cover eligible payments under the Contract for Construction of Deep Well Drillings InLot One- Chifra Woreda at Afuma, Tegri and Giriro kebeles Afar National Regional State. Lot-Two In Dawe Woreda at Eyeledi-af, DaweBora, and Cliptina darsada kebeles. Lot- Three In Telalak Woreda at Hebertu and Kulbet kebeles, And Lot- Four In Amibara Woreda at Halaydagi Andada and Daedo kebeles. 

2. The Afar Regional State Bureau of Livestock, Agriculture and Natural Resources Development now invites sealed bids from eligible bidders for Drilling of Borehole, Supply and Installation of Steel Casing, Well Completion Works, Pumping test and Reporting. 

3. Bidding will be conducted through the National Competitive Bidding (NCB) a procedure specified in the World Bank Guidelines: Procurement under DRSLP/ AICS Grant, and is open to all bidders from Eligible Sources Countries as defined in the Guidelines. 

4. Bids shall be valid for a period of One Hundred fifty (150) days For All Lots after Bid opening. Bids must be accompanied by bid security amount birr 100,000.00(One Hundred thousand birr) For Lot One, 75,000.00(Seventy Five thousand birr) For Lot Two, 50,000.00(Fifty Thousand Birr) For lot Three and 150,000.00 (One Hundred Fifty Thousand Birr) For Lot Four in the form of Unconditional Bank Guarantee or CPO. Bids shall be delivered to Afar Regional State Bureau of Livestock, Agriculture and Natural Resources Development, on or before October 12/2019 8:30 AM (02:30 Local time), Bids shall be opened on or before October 12/2019 at 9:00 AM (3:00 Local time) in the presence of the bidders who wish to attend. Electronic bidding will not be permitted. Late bids will be rejected. 

5. Qualification requirements include: All Water Well Drilling Contractors:- (1)The Essential Drilling Machineries, Tools, Equipment and experienced Manpower (ii) completion of at least two similar contracts in each of the last three years, (iii) annual turnover for Drilling of borehole, Supply & Laying of Steel Casing, Well Completion works and Pump test and reporting, in each of the last three years, (iv)liquid assets. Complete set of Bidding Documents in English may be purchased directly from the Afar Regional State Bureau of Livestock, Agriculture and Natural Resources Development upon payment of a nonrefundable fee Birr 200.00 (two hundred birr) for One Lot, by interested bidders coming to the address indicated below:
