Tigray National Regional' state Mekelle Municipally has Budgeted to study Land Grading & Lease Bench mark price to Mekelle city. Land Grading System Plays a Crucial rote to develop appropriate Bench mark lease prices. An Efficient land grading system brings transparent and clear land marketing system, Under the Municipal Revenue, the City Administration of Mekelle Intends to carry out a project on the Studying Land Grade & Lease Bench mark Price.
Accordingly, The City Administration now invites suitably qualified experienced on Land Grade & Lease Bench mark Price to submit sealed expression of interest for the Study of this project including the following project activities.
- Set criteria to develop land grade.
- Create the framework design to develop the urban land grading system in Mekelle City.
- To develop a predictable and flexible conceptual land grading for improved land management system in urban areas.
- Determine the relative value of urban land for taxation and land price.
- Validate the relative value of urban land grading model for Mekelle city.
- To suggest ways to minimize dispute on the land rent taxation.
- To develop benchmark price by land grade for lease
- The Assignment contract Should be with a duration of 6 months.
Mekelle City Administration therefore, seeks Expression of Interest from eligible firms to provide technical assistance for the: Land Grading & Lease Bench mark price study & assessment. Detailed tasks will be specified in the Terms of Reference and Request for proposal to be provided to the short listed firms. In sending their expression of interest, interested firms must provide information indicating that they are registered and qualified to perform the services (descriptions of similar assignments, experience in similar conditions and availability of appropriate skills among staff, etc).
Criteria for Short listing
- Core business and Numbers of years in the business 20%
- Technical and managerial Organization of the firm 30%
- Firms experience in Similar Assignments 50%
A consultant will be selected in accordance with procedures set out in the Regional Guidelines for procurement of consultants (Selection and Employment of Consultant (Current Edition),
