2. The Tigray Regional State of Water Resource Bureau now invites sealed bids from eligible bidders having vat certificate, vat declaration for the month of December 2018G.C, Tin Number, Renewed Business license valid for 2010/2011EC, & Qualifications & Requirements included:, Technical, Financial, experience and other legal Additional Requirements may be provided in the bid documents and the procurement is not subject to the margin of preference. 

3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRD loans and IDA. Credits & Grants by World Bank Borrowers [Guidelines edition  January 2011). ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition,  please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest. 

4. Interested eligible bidders may obtain further information from Tigray Water Resource Bureau, procurement section and the bid documents can be purchased during office hours working days from 8:30 AM to 5:30 PM from Procurement Section office no.107 starting from the newspaper published to date. 

5. A complete set of bidding documents in English may be purchased directly from Tigray Regional State of Water resource Bureau, Procurement Section Ayder Kebele 03 by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Birr 300.00(Three hundred birr). The method of payment will be in cash. The document will be sent or delivered by hard copy.

Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who Choose to attend at the address below Procurement the bureau's hall on 29 March 2019 and the Bureau reserves the right to accept or reject the bid partially or fully. 

7. All bids must be accompanied by a "Bid Security" in the form of CPO or Unconditional Bank guarantee, of birr 1,000,000.00 (One million birr) and Bids shall be valid for 90 days after bid opening & must be a combined by bid security in the form of CPO or unconditional  bank guarantee by adding 28 days beyond the bid validity period
