Contract Title: - Construction of RPS (Civil Work Construction, Supply& Installation of Pipes, Fittings and Electromechanical Equipments for Tahtay Ziban project (at wereda Tsaesie Tsaeda Emba)

Reference No: NCB/TIG/OWNP-WB/RPS/02/2018.

1. The Government of Ethiopia has received financing from the one wash national program towards the cost of Urban & Rural Water supply and sanitation project and it tends to apply part of the fund to cover eligible payments under the contract NCB/TIG/OWNP-WB/RPS/02/2018. for the procurement of Civil Work Construction, Supply & Installation of Pipes, Fittings & Electromechanical Equipments for Tahtay Ziban project.
2. The Tigray Regional State of Water Resource Bureau now invites sealed bids from eligible bidders having vat certificate, vat declaration for the month of September 2018 G.C, Tin Number, Renewed Business License, & Renewed appropriate water works Registration Certificate from ministry of Water Resource valid for 2018/2019 G.C (2011E.C.). Qualifications & Requirements included: Machinery, Personnel, Technical, Financial, Legal & Other Additional Requirements may provided in the bid documents and the procurement is not subject to margin of preference.
3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers [Guidelines edition January 2011 ). (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.
4. Interested eligible bidders may obtain further information from Tigray Water Resource Bureau, Atsede Muruts and the bid documents can be purchased during office hours working days from 8:30AM to 5:30PM .from one wash national Program Procurement Section office no.104 starting from the news paper published date.
5. A complete set of bidding documents in English may be purchased directly from Tigray Regional State ofWater resource Bureau, Procurement Section Ayder Kebele 03by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of Birr 300.00(Three hundred birr). The method of payment will be in cash. The document will be sent or delivered by hard copy.
6. Bids must be delivered to the address below: The clients address for any communication is Tigray National State of Water Resource Bureau Ayder Kebelle 03 with P. O. box 520, Telephone +251 344402439/0344406677/78 and Fax no. +251 34441 9637 Mekelle Tigray. On or before November 28, 2018 at 9:00 AM. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below Procurement Section Room no. 104 on November 28, 2018 at 9:10 AM. And the Bureau reserves the right to accept or reject the bid partially or fully.
7. All bids must be accompanied by a “Bid Security” in the form of CPO or “Unconditional Bank guarantee,” of birr 250,000.00 (Two hundred fifty thousand birr) and Bids shall be valid for 90 days after bid opening & must be a combined by bid security in the form of CPO or unconditional bank guarantee by adding 28days beyond the bid validityperiod.
