1. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project (UWSSPII), and intends to apply part of the proceeds toward payments under the contract for SUPPLY & CONSTRUCTION OF HOUSES for use of Modern: LOT- 1:5 Public Toilets and showers and 4 Communal Toilets and showers and Lot-3: 4 Public Toilets and showers and 5 Communal Toilets and showers for Mekelle Town.

2. The Mekelle Water Supply and Sewerage Service office now invites sealed bids from eligible bidders for the SUPPLY & CONSTRUCTION OF HOUSES for use of Modern: Lot-1: (5 Public Toilets and showers and 4 Communal Toilets and showers) and Lot-3: (4 Public Toilets and showers and 5 Communal Toilets and showers) for Mekelle Town.

3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods. Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers of January 2011 Revised July 2014 ("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank's policy on conflict of interest.

4. Interested eligible bidders may obtain further information from Mekelle City Water supply and Sewerage Service office; Telephone number: +251-914-72-4801 and inspect the bidding document during office hours Monday to Thursday 8:30 AM to 12:30 PM Morning and Friday 8:30 to 11:50 A.M Morning & 2:00 PM to 5:30 PM afternoon at the address given below at the address given below.

5. A complete set of Bidding Documents may be purchased by interested bidders upon the submission of a written application and copies of necessary renewed licenses with originals from the address stated above from the first day of this publication at or before 10:00 P.M. on March 4, 2024, and upon payment of a non-refundable fee of Birr 1000.00 (One Thousand). Method of payment will be in cash against receipt. Bidders are required to attach with their application, a copy of their renewed trade licenses, VAT certificate, Tax clearance and TIN certificate.

6. Bids must be delivered to the address below at or before 10:00A.M on April 2, 2024. Electronic bidding shall not be permitted. Late bids will be rejected.

7. Bids will be publicly opened physically in the presence of the bidders' representatives who choose to attend in person at the address below at 10:30 A.M on, April 2, 2024.

8. All bids shall be accompanied by a Bid Security of ETB 200,000.00 (Two Hundred Thousand Birr) in the form of Unconditional Bank Guarantee or CPO to Mekelle Water supply and sewerage service office and shall remain valid for 148 (One Hundred Forty-Eight) calendar days.. For Bank Guarantee the bidder must use the bank guarantee form included in section IV (Bid Form) of the bidding Document.

9. Bid shall be valid for period of 120 days after Bid Submission deadline.

10.The Authority reserve the right to reject all or part of the bid.
