1. Tigray Water and Energy Bureau through the government of Ethiopia has received (a Grant) from the African Development Fund (ADF) hereinafter called the Bank toward the cost of the Multi-Sectorial Approach Stunting for Reduction Project (MASREP), and intends to apply part of the proceeds toward payments under the contract for procurement of Civil Works Construction, Supply and installation of Pipes & fittings and Electro-Mechanical Equipment for Fina- ruwa Multi Village Water Supply Project.
2. The bureau now invites sealed Bids from eligible and qualified bidders (contractors) Having VAT certificate, VAT declaration for the month of September 2023, TIN No, renewed business license valid for 2023-2024, and valid and renewed appropriate waterworks registration certificate from the Ministry of Water. and Energy or Regional Water & Energy Bureau. (For domestic Bidders only)

3. Bidding will be conducted through Open Competitive Bidding International procedures as specified in the Bank's Procurement Framework for Bank Funded Operations dated October 2015 and is open to all eligible Bidders as defined in the Procurement Framework.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of birr 500.00. The method of payment will be in cash. The document will be sent in hard copy and soft copy.
6. All Bids must be valid for a period of One hundred Twenty (120) days after Bid opening and must be accompanied by a bid security of birr ETB 500,000.00 in the form of unconditional Bank Guarantee, or CPO and they shall be delivered to the above office on or before the last date for the bid submission date
7. Bids must be delivered to the address below on or before 9:00 A.m. Feb 26/2024 Electronic Bidding will not be permitted. Late Bids will be rejected.
8. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 9:30 A.M, February 24/2024
