International Livestock Research Institute (ILRI)Vacancy AnnouncementPosition: Monitoring & Evaluation Officer IIIJob Purpose• The Monitoring and Evaluation Officer III who will design result based monitoring and Evaluation (M&E) framework of the More Young Entrepreneurs in Silk and Honey (MOYESH) program, track progress of the program, and generate and share evidence and lessons learned that will help to guide and improve the focus and impact of MOYESH. H/she will compile evidence and lessons learned through focus group discussions, case studies, baseline surveys, monitoring surveys, and internal and external impact studies.She/he will be a member of icipe Ethiopia office which is located at the International Livestock Research Institute (ILRI, Addis Ababa, Ethiopia).Main Responsibilities:• Leads on the development and implementation of simplified and cost-effective participatory M&E Framework or strategy• Leads and facilitates the development of web-based online and offline data collection and aggregation system• Develops tracking system to track spill-over effects of the program• Designs and implements gender disaggregated baseline and follows up surveys to set up baseline values, milestones• Establishes performance indicators, monitors and tracks program progress and its impacts on youth and other actors along the value chain• Gathers, summarizes and shares secondary data on beekeeping and silk businesses, youth employment status, resources and other relevant data at national, regional and district levels• Identifies opportunities and constraints for beekeeping and silk farming and complementary enterprises and proposes actionable recommendation to facilitate smooth and effective program implementation• Conducts or facilitates impact evaluation and mid-term and final program evaluations• Provides progress reports, lessons learned, success stories, and feedback to program staff, senior management and partners for timely decision making• Provides technical guidance to partners and field staff for the implementation of the M&E plan through training, developing data collection tools, and other on-site support• Performs any other duties as assigned by supervisor.- Duty Station: Addis Ababa, Ethiopia- Position level: HG 15- Minimum Base salary: Birr 43,956 per month (Negotiable depending on salary history of the candidate)How to Apply• Applicants should provide a cover letter, a detailed curriculum vitae including names and addresses (including telephone and email) of three referees and a letter providing a point by point response to the essential and desirable person specifications. Educational Requirements
Master's
Desired Skills
Education:
• MSc/MA Degree in Monitoring & Evaluation, Agricultural Economics, Development Economics or related fields
• Broad / specialized knowledge of methods, techniques and processes

Experience:
• Minimum of seven years progressive experience in monitoring and evaluation of development projects and programs grassroot level.
• Experience in designing and programming survey instrument using electronic data collection tools and Census and Survey Processing System (CSPro), Survey solution, ODK, etc.
• Extensive experience in data management, data analysis and report writing using data analysis software.
• Experience in working in similar donor funded projects in agricultural development in general and apiculture, sericulture and horticulture value chain is highly desirable
• Experience in developing web-based data collection platforms for project monitoring and reporting purposes
• Experience in working with research and development centres is a plus

Skills:
• Strong skills in developing participatory result-based M&E system, results framework, theory of change (ToC), log-frame and gender sensitive outcomes and indicators (evidence required on this)
• Experience in designing and programming survey instrument using electronic data collection tools and Census and Survey Processing System (CSPro), Survey solution, ODK, etc.,
• Knowledge on design and implementation and programming of gender disaggregated data
• Knowledge on web-based data collection and management system using existing or new tools
• Proficiency in MS Word, Excel, and STATA or SPSS is mandatory
• Skills on other data collection and analysis software (e.g. R, ArcGIS) is a plus
• Strong interpersonal skills, good team player, and strong capacity and ability to multi-task, work under pressure, work in multi-stakeholder and disciplinary development program, and willingness to travel frequently to remote rural villages
• Excellent evidence-based report writing skills in English

Core Competencies:
• M&E plan development (ToC, Logframe and Result Frameworks, indicators, etc.)
• Experience on web-based data collection and management system and
• Data analysis and management using MS Excel, STATA or SPSS
• Evidence based report writing and presentation skills
• Experience working on youth livelihoods development projects
