Norwegian Church Aid/EthiopiaVacancy Announcement Position: Head of Gender Based Violence Program Job Summary:• Reporting to the Programs Manager, the Head of GBV Program provides broad support to the development, implementation, monitoring and follow up of the overall GBV portfolio of NCA. The GBV program is funded by the Norwegian government, private donors and UN agencies. The task requires an enthusiastic, highly motivated individual who can work autonomously and managing a multidisciplinary team. The Head of GBV program will be required to work closely with NCA, implementing partners’ and donors’ program team. The post holder will need to lead and deliver effective quality project support and consistently deliver in a person-centered environment, which promotes positive relationships, ensures timely and cost-effective implementation of program activities, monitoring of implementation of plans, budget preparation, follow up financial utilization, reporting, documentation, networking, advocacy, partner relations, and knowledge management.MAJOR RESPONSIBILITIES:• Lead development of funding applications, project proposals, concept notes, work plans, monitoring plans, and compile progress reports as per NCA and donor requirements in collaboration with implementing partners and program/ communication/finance/grants/PMER team;• Conduct frequent field visits and monitor project implementation progress and identify and address implementation challenges in collaboration with implementing partners, donors and NCA country team.• Lead the documentation and dissemination of project results, including preparation and submission of progress reports, donor reports, and presentations.• Lead the development of program budgets, budget modifications and monitor program expenditures to ensure activities are implemented within budgetary guidelines.• Lead in the design and implementation of partner assessments and program review activities. Ensure gender and GBV mainstreaming in other thematic areas of NCA.• Establish positive relationship with partners and other stakeholders through effective communication, and manage consortium funded projects.• Prepare capacity building plans for NCA / partners and its implementation with other team members.• Represent NCA and the program externally in meetings, workshops and seminars.• Lead project appraisal and reviewing project implementation in line with NCA and other donor requirements. Job Requirement
• Master’s degree in Gender studies, Social work, Psychology and Sociology with wide range of work experience in Gender Based Violence, and Harmful practices (FGM and Child marriage).
• 8 years of minimum experience of designing, implementing and monitoring GBV, FGM and Child marriage related projects and working independently and with minimum supervision. INGO experience is preferable.
• At least 5 years of demonstrated experience in managing staff and leading teams.
• Demonstrated experience working with government stakeholders, implementing partners including faith-based organizations and other stakeholders.
• Demonstrate experience working donor funded projects, such as UN agencies, NORAD, and other International Agencies.
• Proven experience on planning, budget preparation and financial and grant management.
• Experience in managing/working in diverse partner projects and or in consortium with other organizations.
• Experience in facilitate high level policy dialogue events, experience sharing and capacity building trainings/ and review meetings.
• Very good knowledge of integrating programming, and national humanitarian response priorities particularly related to GBV.
• Knowledgeable in using digital tools for result tracking, Microsoft Excel for budget preparation and knowledgeable to other basic IT skills.

• Strong expertise and knowledge/experience working in partnership with local actors preferably with faith-based organizations and managing consortium projects.
• Excellent written and communication skill including understanding, researching, translating and compiling report.
