Ethiopian Agricultural Transformation Agency Vacancy AnnouncementPosition: IT Projects Team Leader I- Term of Employment: One year with possibility of extension- Duty Station: Addis Ababa- Required Number: Two- Salary & Benefits: Competitive- Application Deadline: October 04, 2019ESSENTIAL DUTIES:• Manage the delivery of new and upgraded infrastructure and environments from request through to Operational. This will include ensuring that the project is correctly specified, delivered on time, meet’s business & technical requirements and is within the agreed budget.• Own the day to day operational workflow.• Establish and maintain effective working relationships with all stakeholders. This will include technical, operational staff in MOA and EIAR.• Understand high-level technical architecture and be able to facilitate debate and drive decisions on appropriate solutions.• Contribute infrastructure projects to the overall portfolio and delivery planning for the infrastructure implementation.• Ensure that operational workflow requirements are produced to standard in a timely manner.• Be responsible for the project administration and the production of project documentation, e.g. project plans.• Monitor and manage the project processes and ensure that any elements which fail in the workflow are remedied.• Track progress against milestones, deadlines and budget. To Report on these items to key stakeholders.• Anticipate, manage and resolve issues and act as the point of contact for the project.• Use best practice risk management, assessing risks in an informed and considered manner and to plan for the mitigation of these risks.• The creation and maintenance of accurate project plans in conjunction with the internal team,• Authoring and maintaining clear, concise project documentation• Managing change control• Project quality assurance and performance monitoring• Preparation of project reviews after each major phase and/or on the completion of a project• Adding to the continuous improvement of internal project management practices• Prepare project status reports by collecting, analyzing, and summarizing information and trends on a weekly, bi-weekly, monthly and Quarterly basis.• Initiate, review, and implement modifications to project plans.• Understanding user requirements and the project manager has the responsibility to design a comprehensive strategy for achieving successful outcome of the project.• Responsible for developing a good relationship with end users, get inputs from the users document and implement changes as result of this communication after approval.• End to End management and co-ordination of the project and responsible for the successful completion of the project.• Arrange all the facilities to the team who are working on the project, provide training, support and extract the best out of the team.• Design schedule for the project and set timeline for each member of the team and work on the actual implementation in collaboration with team members.• Do a scheduled review to optimize the application or infrastructure to make the output more usable.• Reach out to end-users periodically and understand the pain points which eventually should qualify as a project item to be implemented to rectify the issue.• Others as advised by the supervisor.

REQUIRED QUALIFICATIONS:
• At least 10 years of relevant experience for bachelor’s / 8 years for master’s degree in Software Engineering, Computer Science, Applied Mathematics, Statistics, Information Systems, Information Technology, Engineering or its equivalent.
• Excellent knowledge about all aspects of information technology specifically with complex infrastructure environments.
• Expert hands on knowledge of building a critical path and understanding the right questions to ask.
• Command of the 5Ons: Schedule, Scope, Budget, Quality and Benefits at all times in the life cycle of the project.
• Actively manage a critical path which allows for a line of sight into risk/issues before they have project/program impact.
• Previous hands on infrastructure deployment experience.
• Excellent analytical and observation skills.
• Ability to keep up with latest developments in the field and upgrade IT infrastructure.
• Good communication and negotiation skills.
• Excellent planning and organization ability.
• Excellent time management skills and understanding the value of a baseline.
• Excellent troubleshooting and problem-solving abilities.
• Excellent management and leadership qualities.
• This is not a technical hands-on role. However, prior experience is required in order to develop a detailed working plan to ensure our success.
• Implementation of at least two full-fledged IT projects.
• A working experience on full-fledged IT projects from Inception to commissioning.

PREFERRED QUALIFICATIONS:
• At least 5 years of experience in infrastructure project implementation.
• Concrete knowledge of project management.
• Prince 2 or PMP certification.
• Microsoft or cisco certification.
