Department for International Development (DFID)Vacancy Announcement Position: B1 Programme Manager & Results Officer Job Description: Programme Management Expertise (25%)Work as a driving member of the DFID-Ethiopia Programme Champions team to:• Ensure Learning Forums (the office monthly training event) and Programme Network meetings promote good strategy development, learning and sharing of best practice. Quality assure all presentations in advance and actively identify interesting and relevant topics for the office.• Promote and develop the capability of DFID-Ethiopia staff on programme management issues (incl. safeguarding), embedding the new Programme Capability framework (the framework that sets out how programme management can be strengthened) and driving a culture change for better programme management• As part of the Programme team make recommendations to SMT on what more should be done to improve programme management and carry these activities outProgramme Management of Strategic Fund and Support to the Ethiopian Census (25%)• Form a seamless working relationship with the Senior Responsible Owner (SRO) of the Strategic Fund and Census programmes to ensure excellence in programme management• Be a first point of contact on the Strategic Fund, include raising awareness in the office on application procedure and conducting quarterly surveys amongst users on spend and quality of research outputs• Ensure programme Delivery Plans are regularly maintained and up to date• Support annual reviews and due diligence assessments as appropriate to time and quality• Ensure programme compliance with DFID’s Programme Smart Rules and that key programme capability principles and best practice is appliedSupport DFID-E’s results collection, reporting and data quality (20%)• Lead on results reporting at the bi-annual results reporting rounds. Actively liaising with DFID HQ to understand methodological requirement, commission results, work with SROs and Results Adviser to quality assure results and provide meta data to describe methodological assumptions made to HQ• Support further results returns throughout the year• Co-lead on Building DFID-Ethiopia capability on results and data quality through training activities, feeding into Annual reviews etc, and using the Learning Forum to share best practiceCompliance, Corporate Returns and Knowledge Management (20%):• Lead on the Statement of Assurance• Ensure 100% timely return of all corporate returns– allocating these out to relevant staff and ensuring all are clear on timelines for return• Lead on the Programme & Finance Compliance checks to be carried out on a quarterly basis by OPEX and feed into preparation for external audit• Ensure DFID-Ethiopia’s pipeline Business Case tracker is maintained and updated on a weekly basis, present alongside relevant and insightful analysis to SMT on quarterly basis• Ensure the DFID-E safeguarding area in VAULT is up to date with best practice and key documents• Update and maintain the team Lesson Learning and Evaluation subfolders on VAULT with latest relevant material.
