Ethiopian Agricultural Transformation Agency (ATA)Vacancy AnnouncementPosition: Team Leader - Data Management Project, PPMO- Term of Employment: Project Based- Duty Station (s): Addis Ababa- Required Number: One- Salary & Benefits: Competitive- Application Deadline: June 07, 2019 POSITION SUMMARY:• ATA provides an evidence based project performance reports to key stake holders which involves a large-scale data collection and analysis. However, so far the data collection, storage and analysis effort lacks systems that harmonizes the data collection, storage and analysis work across the agency. Hence, the team leader is responsible to lead the data management project that can enhance and enable data driven decision making at various levels. She/he is responsible to set an efficient and effective system for collection, storage and visualization of key ATA project and other related data that can provide management with greater visibility. The team leader will report to the senior project portfolio manager in Project Portfolio Management Office (PPMO). The PPM team sits within the Implementation Support (IS) Vertical, which strives to standardize project portfolio management practices in the agency. It is also responsible to enhance project management skill of ATA project teams to drive the impact and effectiveness of the ATA’s and partners’ work with smallholder farmers. As part of the PPMO, the team leader will closely collaborate with project team leaders, members within IS vertical, MOA staff and key stakeholders. The position will be based in ATA Head Office. The position reports to the PPMO director at the ATA head office.ESSENTIAL DUTIES:• Lead the design, piloting, implementation of enhanced data management project within ATA, including database structuring, data collection, analysis and visualization.• Lead discussions with ATA teams and external partners, to capitalize the benefits of the data enhancement project.• Collaborate with internal teams to develop and implement innovative data management ecosystems, in line with the organization’s data management strategy.• Oversee development of data management and governance guidelines, data dictionaries, and other documents required to support effective data provision, use and security in the organization, and ensure these are kept up to date• Oversee the prioritization and delivery of service requests ensuring high-quality service provision, troubleshooting and capacity-building for ATA projects• Manage a team of experts and analysts, including developing and managing overall team work plans, ensuring effective execution of tasks, and providing coaching and feedback to support these staff’s development• Identify and implement refinements to the team’s operating model and approach for engaging with ATA teams and external partners based on initial learnings• Support establishment of a similar data management system in partner institutions, as may be needed.

REQUIRED QUALIFICATIONS:
• Bachelor’s Degree in Computer Science, Information Systems, Mathematics, Statistics, or another relevant field from a reputable university required; Master’s Degree in a relevant field from a reputable university preferred
• At least ten years (for Bachelor’ Degree) / eight years (for Master’s Degree) of experience required in areas related to data analytics, visualization and rollout of software tools and systems to users, including preferably two years of experience managing people and teams
• Experience with database development and management, data analytics and visualization methodologies, and data analysis approaches.
• Hire, train and coach project team.
• Advanced skills and experience with the following software tools, including rolling out to users with training and trouble-shooting support: MS Excel, MS Access, MS Power BI, Database Management (MySQL, Oracle, Microsoft SQL Server, or others)
• Well-structured, critical thinker with exceptional ability to communicate clearly and effectively on complex data, IT systems and analytical topics
• Highly collaborative management style and demonstrated success in managing and developing high-performance teams, including a clear passion and talent for training, coaching, and capacity building.
• Strong set of personal values including integrity, honesty and desire to be of service
• Experience in government, the development sector and/or agriculture in particular is desirable, and passion for improving the lives of smallholder farmers.
• Fluency in English and Amharic.
