Ethiopian Red Cross Society (ERCS)Vacancy AnnouncementPosition: National Program Officer Responsibilities• Overall coordination, management and delivery of program within the agreed proposed period• Contribute to the planning and implementation of the projects• Effectively manage the agreed aforesaid projects in line with QRC’s strategic direction and ensure that it is aligned with related projects.• Ensure an effective planning, monitoring, reviewing and reporting process at all levels engaged in the program• Work closely with project sponsor, cross-functional teams, and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives• Communicates expectations to team members and counsels and disciplines team members who do not perform to expectations or who violate organization policies.• Develop a highly motivated program team in the context of program human resource arrangement• Link program learning and outputs across regional and national level with agreed goals and performance indicators linked to the program.• Promote frameworks and resilience within and with partners• Produce progress reports in line with the program contract and in coordination with Senior Program staff and the funding organization delegation office partnership arrangement to achieve these out come• Maintain high level of organizational commitment for the program delivery through regular accountability team meetings and budget.• Prepare an overall annual plan and budget and maintain overall oversight of the budget and monitor• Ensure that financial management of the program is consistent with the partner/funder contract and requirement• Manage the budget of the program in coordination with the ERC, and HQ, as well as with the program and finance team at the QRC Mission.• Organize electronic and/or face to face meetings with Partner organization’s team for learning and sharing and provide support where necessary• Provide technical support (both electronic and onsite) to Project team working on the projects• Attend consultative meetings with the partner/funder as needed• Coordinating internal and external project evaluations • Help define project scope, goals and deliverables• Define tasks and required resources and manage project budget• Allocate project resources• Create schedule and project timeline and also track deliverables• Lead quality assurance• Present to stakeholders reports on progress as well as problems and solutions• Implement and manage change when necessary to meet project outputs• Evaluate and assess result of project• Adopting any delegation and use of project assurance roles within agreed reporting structures• Managing project risks, including the development of contingency plans• Liaison with program management (if the project is part of a program) and related projects to ensure that work is neither overlooked nor duplicated• Monitoring overall progress and use of resources, initiating corrective action where necessary• Applying change control and configuration management processes• Reporting through agreed lines on project progress through highlight reports and end-stage assessments• Liaison with appointed project assurance representatives to assure the overall direction and integrity of the project• Maintaining an awareness of potential interdependencies with other projects and their impact• Adopting and applying appropriate technical and quality strategies and standards• Identifying and obtaining support and advice required for the management, planning and control of the project• Managing project administration• Conducting a project evaluation review to assess how well the project was managed• Preparing any follow-on action recommendations Terms of employment: Contract for one yearHow to Apply• We invite candidates meeting the required qualifications to fill out the employment application form from the official website of the Ethiopian Red Cross in vacancy menu http://www.redcrosseth.org/get-involved/vacancy and email to: ercs-recruitment@redcrosseth.org before the closing date of this announcement on April 18, 2019.• Qualified women are strongly recommended to apply! • Please note that we ONLY consider those who filled in the application form and send us back. • Second/First Degree in Project Planning and management, Disaster Risk Management/ Development Studies / Environmental Science/ Social Work/ Sociology/ Social Anthropology/ Regional & Local Development Studies and 5/7 years related work experience with INGO as a project Manage

• Tailor expert knowledge to meet specific circumstances of the projects.

• Apply quality management principles and processes.
• Theoretical and practical project management knowledge
• Experience in strategic planning, risk management and/or change management
• Proficiency in project management software tools
• Proficiency in English and Amharic. Arabic is an advantage
