St. Paul’s Hospital Millennium Medical CollegeVacancy AnnouncementJob Title: Senior Gender Advisor – To Support the Gender activities of the Ministry of Women, Children and Youth, Addis Ababa- Required Number: 1- Duty Station: At the Ministry of Women, Children and Youth, Addis Ababa - Reported To: The Minister/State Minister Duties and Responsibilities:• Conduct gender analysis of national and sector plans and programs and provide evidence for change.• Provision of policy options and high quality advisory inputs to the ministry from a gender perspective to ensure the national and sectoral policies, priorities and plans are gender responsive• Review documents (reports, action plans, etc) with gender lens. Incorporate gender framework• Design gender mainstreaming framework of strategic and project documents.• Incorporate gender-disaggregated SMART indicators in all plans and policy documents of the sector and all line ministries and stakeholders.• Engender any other policy and procedure, strategic or other document of the ministry and other stakeholders• Provide training for the staff from federal to woreda level l on gender mainstreaming, gender sensitive, gender responsive and gender transformative programming or other requested gender-related topic• Formulate gender stories and results in line with corporate guidelines• Conduct researches with assessing the implication of a particular gender-related situation or a policy on development situation e.g., poverty reduction, equity, inclusion, etc.• Conduct research, synthesize best practices and codify project experiences on the ground in comprehensive knowledge products with lessons learned and step-by-step guidance for replication.• Prepare national and international reports on the implementation of the national and international gender instruments• Provide strategic leadership and vision to mainstream gender in the national and sectoral plans and programs.• Ensure that gender considerations are integrated into the design, review and/or development of plans and program activities through gender-aware and gender-transformative programming.• Lead efforts to build the capacity of the staff, and other key stakeholders including communities and government partners to mainstream gender across all activities at the individual, household and community levels.• Conduct trainings and Training of Trainers (ToT) for program staff and community workforces to support the development and implementation of gender-aware and gender-transformative interventions.• Promote male engagement and introduce notions of positive masculinities regarding gender norms and roles in the community.• Collaborate with the Monitoring, Evaluation, and Learning team to ensure that the outcomes and impact of the gender activities is measured and evaluated for constant learning and improvement.• Promote and support the dissemination of best practices related to gender to the public and stakeholders• Contribute to timely, accurate, and appropriate reporting of program activities and results to the donor, including progress reports and annual reports.• Assist on the development of annual work plans and contribute to development of performance monitoring plans. Work closely with other technical experts on all the ministry’s activities.- Salary: Competitive in line with areas of expertise and years of experience- The assignment period for selected candidates will be one year, renewable depending on the availability of fund, needs of the ministry and performance of selected officer.

• A master’s degree in Law/Human Rights, Social/Political Sciences, Gender Studies, Economics, International Relations, or other related fields. PhD is an asset.
• At least 8 years of relevant experience at the national or international level in providing advisory on gender programming, gender analysis, gender mainstreaming.
• Minimum three years of progressive management and technical responsibility, including supervising and mentoring team members. The candidate must have experience in leading the Gender Strategy of a large project.
• Demonstrated capacity to lead the collection, analysis and utilization of data and information from a broad range of sources in order to ensure effective integration of gender. Demonstrated experience in leading participatory analytical processes and learning is required
• Experience in the development and implementation of gender-specific training for government, national and international organizations, NGOs, or other civil society organizations essential
• Experience developing high-impact gender tools and materials
• Demonstrated experience providing technical assistance to support the integration of gender in development plans and programs
• Solid knowledge of international and national frameworks and instruments on gender equality a
• Proven experience of policy level work, solid experience in gender analysis, gender mainstreaming, gender sensitive, gender responsive and gender transformative programming;
• Solid analytical skills with proven experience of producing analytic reports and knowledge products;
• Knowledge of the global Sustainable Development Agenda 2030 and African’s goal of 2063 is a strong asset;
• Experience in working with women NGOs and Governmental organizations ;
• Strong communication and interpersonal skills;
• Ability to create and promote an enabling environment for open communication;
• Strong work ethic and commitment;
• Excellent written and spoken English and Amharic, knowledge of other languages will be an asset
• Microsoft Office, Windows-based applications, integrated web-based management systems, spreadsheets and databases
