St. Paul’s Hospital Millennium Medical CollegeVacancy AnnouncementJob Title: Research and Evidence Advisor- Required Number: 1- Duty Station: At the Ministry of Women, Children and Youth, Addis Ababa - Reported To: The MinisterDuties and Responsibilities:• Lead the development of the overall performance monitoring, evaluation and learning plan of the ministry to ensure the achievement of its goals and corresponding objectives and targets• Oversee the development and implementation of the Performance Monitoring Plan (PMP) of the sector to capture the performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations and manage the monitoring of activities,• Develop and oversee data flow pattern for the sector that will ensure timely data collection and reporting, data quality, data analysis and data management.• Design and promote learning systems that share knowledge for continuous evidence-based learning and improved sector’s performance.• Lead results reporting to all stakeholders by providing written documentation on M&E activities and indicator results for progress and annual reports• Work closely with the Office of Strategic Management and other technical staff to ensure data needs are being met to promote adaptive management decisions.• Produce timely and utilization-focused data summaries for regular use by technical teams for plan and program review and planning.• Work closely with staff to ensure high quality results of performance reporting.• Lead strategic collaboration activities with key stakeholders to learn from project data and adapt interventions as appropriate• Lead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping• Use data to contribute towards strategic decision-making and activity planning with sector leadership• Oversee and/or conduct targeted evaluations and operations research, including design, data collection, management and analysis• Ensure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycle• Promote and support the dissemination of project information among the project team• Coordinate all M&E capacity-building activities with the sector’s staff- Salary: Competitive in line with areas of expertise and years of experience- The assignment period for selected candidates will be one year, renewable depending on the availability of fund, needs of the ministry and performance of selected officer.

Job Requirement
• Masters degree in Economics, Social Sciences, demography or relevant equivalent, with at least significant coursework in quantitative or qualitative social research methods
• At least 8 years experience in the social and development sector, with at least five years experience in social-economic research, impact evaluation studies, leading/overseeing baselines, knowledge management, and knowledge translation
• Experience on the following fields is mandatory: youth development, child protection, child rights governance, gender equality and women’s empowerment
• Proven expertise in quantitative and qualitative methodologies, operations research, management information systems, reporting, data quality assessments, data analysis and presentation
• Demonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors
• Strong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
• Passion for evidence-driven development programming and interest in ongoing international research
• Demonstrated skills in designing and carrying out qualitative and quantitative research and using research to inform program design and advocacy.
• Demonstrated experience in developing or overseeing data management solutions, and familiar with technologies in social research.
• Demonstrated capacity for leveraging project results towards broader systemic impact.
• Excellent analytical skills and appreciation for the complexities of social research, especially on women, children and youth rights and their participation, development and empowerment in a country context
• Effective at collaborating and influencing across departments and sectors
• Excellent skills in training, capacity building, coaching, and mentoring
• Ability and willingness to dramatically change work practices
• Previous experience working in the field and understanding of country program operations.
• Excellent interpersonal communication and leadership skills
• Excellent verbal, written interpersonal and presentation skills in English
• Proficiency in Microsoft Office
