St. Paul’s Hospital Millennium Medical CollegeVacancy AnnouncementJob Title: Technical Assistant for Finance and Administration- Required Number: 1- Duty Station: At the Ministry of Women, Children and Youth - Reported To: The MinisterDuties and Responsibilities:• Lead the budget formulation and execution processes of the ministry• Coordinate, monitor, and ensure the timely processing and utilization of funds in accordance with the approved budget;• Ensure compliance with Government Accounting Rules and Regulations and donors’ matrix;• Supervise the procurement and utilization of supplies, materials, and equipment;• Maintain and continuously improve processes, and procedures of financial management, internal controls and administrative services;• Prepare cash flow projections on a regular basis;• Monitor financial procedure of projects.• Work with finance departments to archive all accounting related documents digitally and in hard• Properly report and safeguard the ministry’s finances and ensuring effectiveness and efficiency in all financial matters;• Handle the preparation and timely submission of financial reports requirements and liquidation reports, to the MOFEC and Donors;• Participate in the annual budget preparation and budget legislation activities;• Supervise the human resource section of the ministry, including the hiring and training of new personnel, as well as the continued learning and development of existing personnel;• Manage a multi-functional team composed of finance, accounting, human resource, and administrative personnel;• Handle external partnerships, particularly with grant giving bodies: UN agencies, international organizations and other bilateral and donors• Perform any other work as may be assigned by the Minister- Salary: Competitive in line with areas of expertise and years of experience- The assignment period for selected candidates will be one year, renewable depending on the availability of fund, needs of the ministry and performance of selected officer.

Job Requirement
• University graduate with a minimum of at six year experience in accounting, business administration, and related areas.
• Demonstrated knowledge and skills in the project accounting and finance.
• Work experience with research projects and/or INGOs would be an advantage.
• Experience in accounting and financial management as well as operations;
• experience in government procedures and policies;
• Competent in Microsoft Word and Excel.
• Good analytical and organizational skills, attention to detail and determination to meet deadlines.
• Good communication skills (both written and spoken) in English and Amharic.
• Ability to work independently and as part of a team.
• Honesty and strong ethics are required in order to be successful in this position.
• Highly motivated, willing to learn, service-oriented and able to work under high pressure and within a limited time frame.
