Ethiopian Agricultural Transformation Agency (ATA)Vacancy AnnouncementPosition: System Developer - Data Management Project, PPMO- Term of Employment: One Year Possibility of extension- Duty Station: Addis Ababa- Required Number: 1- Salary & Benefit: Competitive- Application Deadline: Feb 11, 2019POSITION SUMMARY:ATA provides evidence-based project performance reports to key stakeholders which involves large-scale data collection and analysis. However, so far the data collection, storage and analysis effort lacks systems that harmonize the data collection, storage and analysis work across the agency.To this end the ATA will develop and pilot a new solution to collect, store and visualize project data. The junior system developer mainly provide system support and bug fixes, implement change requests and documentation as required. He/she will work very closely with the data management project team particularly with a senior developer to support on the technical design, implementation, testing, documentation, support, and enhancement of the solution. This may include customization of online open-source software, database structuring and management, and implementing this on ATA’s local infrastructure as applicable. This role will report directly to the Data management Project Team Leader.ESSENTIAL DUTIES:Support, change requests and documentation• Supports and maintains existing and new versions of applications, databases, and interfaces• Serve as the first point of contact for all development requests, clearly understand user requirements and track all issues that occur.• Analyze user requirements and interpret requirements in such a way that the developer is able to capture the request precisely.• Converts project specifications, using flowcharts and diagrams, into sequence of detailed instructions and logical steps for coding into language processable by computer, applying knowledge of computer programming techniques and computer languages• Oversee the life cycle of changes to the system and prepare detailed reports for decision making• Responsible for testing new software versions and changes• Create custom documentation, procedures and end user manuals. Include DRP for support purposes• Maintain professional relationships and a high level of customer service with all personnelFront-end Web form Application Development / Customization• Support as required on Web application and service design, development and maintenance• Support the evaluation, testing, and customization/implementation of open source components, modules, and plug-ins for the IT Department’s centrally managed web environment• Support the establishment and implementation process of the selected solution and storage on ATA local infrastructureDatabase design and implementation• Support integration of application front-ends with database back-ends• Support as required on implementation of database models and interfaces as requested; writes custom SQL queries• Works with system administrators to perform database administration and troubleshooting for server databases

Desired Skills
REQUIRED QUALIFICATIONS:
• BSC in computer science or a related field, or significant equivalent experience
• Minimum of 2 years’ experience for BSC holders in computer science or a relevant field of study.
• Programming experience (at least in one of): C#, PHP, ASP.Net or MVC
• Advanced skill working with relational database systems such as MSSQL, MySQL or Oracle and a good working knowledge of SQL
• Experience of providing support to users
• Experience in Linux
• Programming in JavaScript and Knowledge of Python is advantageous
