Oxfam EthiopiaVacancy Announcement Position: HR Officer Team Purpose• The Business Support team will be accountable for ensuring that all business procedures (HR, Administration, Logistics, Security and IT) are adhered to and implemented in a manner that is compliant with Oxfam policies, standards and procedures. The team will provide HR management, logistics support and manage IT and other physical infrastructure on behalf of, and in support of the country programme.• The HR team will provide a professional business focussed organisational development and human resource management service, delivering a proactive and solutions based approach for resolving issues and ensuring that staff are effectively resourced, managed and developed to deliver the organisational strategy.Job Purpose• The Human Resource Officer provides functional and technical support to all HR processes including recruitment and selection, performance management, induction and contracting, dealing with disciplinary and grievance issues and exit management. The Human Resource Officer also provides direct support to staff on HR related issues, notably medical, pension, leave managements and workplace policies.Key Responsibilities and Accountabilities1. Policy and Employment Law• Assist the HR manager in monitoring and follow-up of consistent and uniform implementation of the Human Resource Policies and Procedures across Oxfam Office.• Implement policies on issues like working conditions, performance management, equal opportunities, disciplinary procedures and absence management.• In consultation with the HR Manager, the HR hand book and policies and practice and provide day-to-day advice to ensure minimum standards are maintained, best practices are encouraged and compliance and consistencies are ensured.• Assist in collection, analysis and interpretation of information about changes in the operational environment (including changes in local laws, policies and procedures) and advise staff and management on compliance.• Understand HR related issues and concerns and bring them to the attention of the HR Manager.• Participates in reviews for improving HR function and systems and also provide inputs to the HR Manager in the area of HR policies improvement.• Ensure that the staff understand and follow/respect Oxfam GB Code of conduct.• Take part in conflict resolution and disciplinary procedures.• Networks and participates in HR related forums actively to keep abreast with current HR issues.2. Recruitment• Ensures that Oxfam GB recruitment is transparent and in line with Oxfam GB principles.• Promoting equality and diversity as part of the culture of the organization.• Provide full operational HR support to ensure that recruiting managers are able to quickly recruit good quality national and international staff with appropriate skills in liaising with the HRM.• In close consultation with the HR Manager and approval, manages the recruitment processes including ensuring prompt long listing and short-listing; facilitating assessment processes: written and interview, and taking part in the interviews, as may be required, and contract management.• Support in the updating process of the welcome and induction packs and ensure that it is shared with the new joiners on time accordingly.• Maintain a recruitment database and tracker and make sure it is updated weekly and shared with the HR Manager and recruiting managers.3. Staff Performance Management• Coordinate staff performance appraisal process and send out reminders for annual performance appraisal together with the necessary formats.• Follow up completion of performance reviews, performance objectives and personal development plans, and ensures that the necessary data relating to these processes is promptly entered in GOLD.• Consolidate the annual staff performance report and submit to the HR Manager.4. Staff Training and Development• Consolidate the staff development needs from the staff development goals and share with the HR Manager and the BSM.• Support in the preparation of the staff training and development plan based on the Training Needs Assessment and staff personal development plans• Assist in facilitating and coordinating training programs with external and local suppliers.• Assist in developing in-house capacity building training and orientation sessions according to the identified needs.• Responsible to arrange proper orientation training plan to newly joining and existing staff members liaising with relevant department and programme managers for coordination and in cooperation with the HR team,• Ensure that all new staff are properly briefed upon, including handover, when ending assignment.5. HR Systems and Filing• Maintain the overall HR files appropriately.• Supervise the implementation and maintenance of the filing system for all staff by ensuring that staff files are up-to-date and complete (both in GOLD and physical files), proper documentation procedures were followed, and conducting regular audit of staff files.• Ensure that Oxfam Ethiopia human resources information system – GOLD, is always complete and up-to-date.• Ensure that there is updated monthly staff list electronically and share with HRM/upload in the shared drive on weekly basis and as needed too.• Follow-up the effective maintenance of staff time sheets and the correct budget coding on time.6. Staff Welfare• As assigned, support the Health, Safety and Security person and the staff association to ensure the working environment is conducive and free of any hazard.• Responsible for the identification of suitable medical providers, manage contracts with medical service providers, and follow up high quality service delivery.• Provide updates on Hospitals, Clinics, Pharmacy list to HRM.• Ensures that all staffs are aware of medical entitlements / services provided and issued with Cigna cards as per OGB policy.• Responsible for the management and monitoring of the medical limit and prompt settlement of medical bills as per confidentiality principles.• Manage the leave entitlement of Addis based staff, including proper planning and utilization by all staff.7. Others• Actively participate in their Performance Management, including objective setting, performance review, upward feedback and personal development plans ensuring relevant aspects of Oxfam GB’s work e.g. gender equity is reflected in your objectives.• Follow up legal requirements are fulfilled such as pension, stamp duty and other government policies (payments will be made in collaboration with finance departments and field offices).• In consultation the HRM, advise and inform the Finance department on kind of terminal benefits when staff resign or are terminated.• Prepare and provide HR reports monthly on staff list, and comprehensive quarterly report on all HR department’s activities, including recruitment, termination, training and development, etc. and also as required.• Ensure communication of office closure holidays to staff.• Work closely with the Staff Association and play active role in organizing and promoting social events to promote team spirit in the organization.• Take up additional assignments as required including participating in task forces and committees as assigned.How to Apply• Interested candidates who meet the above requirement should submit CVs and application through Oxfam internal recruitment system - https://jobs.oxfam.org.uk/internal/ on or before January 16, 2019.• Only short listed applicants will be contacted.• Oxfam is committed to safeguarding and promoting the welfare of children, young people and adults and expects all staff and volunteers to share this commitment. • Bachelor Degree or Bachelor of Science in Human Resources Management and Administration or Business Management or other relevant areas from a recognized university/collage.
• Relevant 3-5 years of experience in gender mainstreaming, project management and related tasks, preferably in an international NGO, out of which 2-3 years should be supervisory/managerial experience.
• Strong interpersonal skills and the ability to communicate clearly both verbally and in writing, coupled with the professional credibility required to influence and motivate others to achieve results.
• Excellent skills in handling and advising on complex people management issues.
• Excellent interpersonal skills, the ability to communicate clearly and effectively at all levels, and to maintain this under pressure.
• Experience in conflict resolution.
• Cultural awareness and ability to build relationships quickly with a wide variety of people.
• Patient, adaptable, flexible, able to improvise and remain responsive under pressure.
• Proven ability to plan, organize and prioritize work, together with the ability to remain calm under pressure often in difficult circumstances and not lose sight of operational priorities.
• IT skills are essential as is the ability to use word processing packages, electronic mail and databases.
• Gender and cultural sensitivity, commitment and an understanding of the values of Oxfam and the principles of equal opportunities.
• Fluency in written and spoken English is essential.

• Previous development or humanitarian work experience, ideally with similar organization.
