Chemonics seeks a chief of party for the anticipated USAID Land Governance project in Ethiopia. The Activity’s overall objective is to assist the Government of Ethiopia (GOE), its regions and citizens, in strengthening land governance, increase incomes, reduce conflict and support well planned urbanization, thereby to contributing to the country’s transformation plan. The chief of party will be responsible for technical leadership, administrative oversight, and overall coordination of the activity. Educational Requirements
Master's
Desired Skills
· Advanced degree (Master's level or equivalent) in land tenure, land administration, land use planning, land management or other relevant field required;
· 10 years of experience in complex land administration or land tenure projects targeting topics such as: land policy, customary land tenure systems; land use planning; and land administration;
· Detailed knowledge and understanding of pastoral/grazing issues, customary land, peri-urban land tenure challenges, legal and policy reform, and land information systems, especially in Ethiopia;
· Demonstrated experience and skill in leading large teams of specialists in multiple disciplines, in collaborating with and providing regular written and oral results reports to senior government officials, in managing financial resources and in interpreting and applying complex rules, regulations, and procedures;
· Proven negotiation ability and flexibility to navigate through acceptable solutions while working with host government officials and other partners in politically sensitive environment;
· Experience in leading the implementation and monitoring of complex donor funded projects with similar budget and scope;
· Excellent communication skills, both interpersonal and written, to fulfill the diverse technical and managerial requirements of the contract;
· Experience working in East Africa highly desired;
Demonstrated leadership, versatility, and integrity.
