Description
Chemonics seeks qualified individuals for an operations and finance director for the anticipated USAID Land Governance project in Ethiopia. The Activity’s overall objective is to assist the Government of Ethiopia (GOE), its regions and citizens, in strengthening land governance, increase incomes, reduce conflict and support well planned urbanization, thereby to contributing to the country’s transformation plan. We are seeking individuals who have a passion for making a difference in the lives of people around the world.  Illustrative responsibilities include: · Ensure compliance with U.S. government regulations, Chemonics’ corporate policies, and laws of Ethiopia; · Liaise with the home office project management unit for personnel and administrative support and reporting;· Supervise the operations team to ensure effective operations activities are implemented;· Oversee the issuance of checks of payment for processed transactions, logs payments, distribute and/or mail checks to the appropriate vendor.· Liaise with Ethiopian accounting firm in performing local financial management and the appropriate local accounting reporting needed;· Prepare and maintain all the project financial reporting for the Ethiopian authorities. · Review expenses entered into ABACUS (Chemonics accounting system) and provide supporting documentation for expenses entered; · Prepare and submit monthly accounting reports to the home office, respond to questions from home office accounting unit and project management unit;· Maintain transparent and audit-proof record keeping systems per Chemonics’ policies;· Oversee the recruitment processes in compliance with Chemonics established procedures, and managing the onboarding processes of new staff;Work closely with Chief of Party on staff communication, including policy updates, project initiatives for staff, and labor law compliance.Application InstructionsApply online at https://chemonicsesaf.formstack.com/forms/ethiopialandother by Friday, September 28, 2018. Educational Requirements
Master's
Desired Skills
· Master’s degree in finance, project management, economic development, or related discipline required;
· Minimum of 10 years of international development experience, including experience managing USAID contracts;
· Previous field operations experience, including a minimum of 2 years managing a complex project with a $1-2 million/year budget and 30 staff;
· Demonstrated strong skills in financial management and operations procedures and policies, procurement/subcontracting, compliance, and human resources;
· Knowledge of Ethiopia operating environment preferred, including registration, taxes, and labor law;
· Ability to supervise local and international staff effectively;
· Ability to work with cooperating partners in implementing complex programs;
· Strong interpersonal, written and oral communications skills;
Demonstrated leadership, versatility, and integrity.
