International Organization for Migration - IOMPosition: National Monitoring and Evaluation Officer Duty Station: Addis Ababa Core Functions / Responsibilities:1. Liaise with colleagues, IOM Regional office and HQ and other Missions for identification of best practice M&E systems and frameworks,2. Provide proactive support to colleagues in the Mission on country strategies on migration and coordinate concept paper and proposal development in collaboration with the PD officer,3. Provide technical input on all proposals in the Mission and ensure that the inclusion of M&E frameworks, and develop the same for specific projects as required,4. Facilitate and oversee M&E activities for IOM Mission in Addis Ababa through supporting Heads of units and heads of Sub Offices in the Country to:• Develop and implement M&E frameworks and data collection methods and tools on all projects,• Collect, analyse and report on Monitoring missions, and rapid assessments/internal evaluations5. Provide feedback to programme /project managers for programme revisions and amendments based on evaluation outcomes,6. Build capacity of project staffs and implementing partners in M&E data collection and reporting,7. In collaboration with the Project Development team at the Mission ensure quality and timely reporting and documentation of projects and other mission activities:• Develop and oversee adherence to reporting schedules for project and program activities in accordance with donor and IOM requirements;• Assist project staff in report drafting to ensure alignment of templates with IOM / Donor requirements;• Ensure quality documentation of IOM activities through briefing notes, brochures and other written and visual documentation;8. Provide technical support in designing evaluation studies, lead the process of external evaluation, provide quality assurance support for evaluation studies, review and assist in compiling reports of evaluation studies,9. Minimum required qualifications, experience and competencies:
Education
• Master’s degree in development, economics, statistics, business administration, social science, public health or related field from an accredited academic institution.
• Relevant training and exposure to project development and programming highly desirable.
• At least five years of experience in similar capacity within with an intergovernmental organization or INGO in programme management, strategy development and M&E,
• Expertise in IOM programme/project cycle management processes and financial management system desirable.
• Demonstrated successful experience in designing and/or managing training programs
Languages:
• Fluent in English and Amharic .
