Social Impact (SI) Vacancy AnnouncementPosition: Evaluation Methods SpecialistSummary Description: • The Evaluation Methods Specialist will assume responsibility for overall management and functioning of all evaluation, monitoring and special study activities and the management of staff and short-term consultants engaged in such activities. This includes overseeing all aspects of evaluation, assessment and monitoring support activities and special study activities, including but not limited to tasks such as planning and budgeting for each assigned activity, identifying appropriate staffing levels, securing appropriate qualified staff, designing the evaluation or assessment workplan and sequencing of work tasks, providing relevant technical guidance, leading consultations with relevant USAID/Ethiopia staff and implementing partners, identifying and executing appropriate agreed upon methodology, conducting field work and research, and leading reporting and deliverables.• The Evaluation Methods Specialist will also be responsible for proactive collaboration across the EPMES team’s technical objectives and, coordination with the operations team. This includes contributing ideas to continuously improve EPMES’ work and services to its clients and supporting internal information sharing, learning, and knowledge management with other EPMES staff.

Qualifications and work experience requirements
• Minimum of a Master’s degree in Statistics, Research Methods, Social Science, or another related field
• Minimum of 12 years of experience in monitoring, evaluation and performance management of international development projects in Ethiopia or other developing countries;
• At least eight (8) years experience managing the design, methods and implementation of evaluations, surveys and assessments for USAID-funded programs is preferred.
• At least five (5) years of senior level supervisory experience is required.
• Knowledge of research, monitoring, and evaluation. Experience working with, USAID’s M&E resources has an added advantage
• Possesses project management; research design and methods; and project design. Gender integration and data visualization skills preferred.
• Excellent communication, presentation, and writing skills in the English language

Additional skills required
• Demonstrated ability to effectively interact with local professionals, international donors, host government counterparts, and other implementing partners;
• Effectively work and adapt to changing security, political, or working environments;
• Manage complex contracts or projects with multiple simultaneous tasks;
• Senior level performance management experience; and have a history of providing quality technical services in the required areas of expertise for this position.
