Millennium DPI PartnersVacancy AnnouncementPosition: Democratic Institutions Support Senior Expert General Description of the Position:• The Democratic Institutions Support Senior Expert (hereafter the “Employee”) will be Feteh’s focal person for all project activities regarding the protection and promotion of human rights in Ethiopia. S/he will be responsible for liaising between Feteh and national partners such as the Human Rights Commission (HRC), the Ethiopian Institution of the Ombudsman (EIO) and others in the planning and follow up of all project activities supporting these institutions.Specific Tasks and Responsibilities:The Employee will undertake work in Addis Ababa, Ethiopia for Millennium DPI in support of the Feteh Activity pursuant to MDPI’s contract with the United States Agency for International Development (USAID). Under the direct supervision of the Deputy Chief of Party (DCOP) and reporting jointly to the Chief of Party (COP) and DCOP, the Employee shall assume the following specific responsibilities for the length of his/her employment with Millennium DPI:• Support the HRC in its human rights protection and promotion related activities;• Support capacity building efforts of the HRC including putting in place systems and procedures to help the HRC effectively carry out its functions;• Support the EIO, in particular by: building its capacity to conduct oversight activities and investigate mal-administration complaints, undertaking studies and research that will help in curbing mal-administration, making recommendations for the revision of laws as well as the enactments of new laws and policies to improve good governance;• Provide necessary support to the reform activities to be conducted by the HRC, EIO and other institutions involved in the protection and promotion of human rights at the federal and regional levels;• Coordinate with relevant counterparts in organizing and conducting public consultations, workshops, training programs, etc.;• Participate in the development of terms of reference, scopes of work, memoranda of understanding, manuals, and other technical documents;• Support local and international consultants engaged by Feteh.• Develop and maintain effective working relationships with partners and stakeholders and nurture effective strategic partnerships to identify changes in priorities, new reform initiatives and strategies to effectively implement Feteh’s activities;• Collaborate with the Communications and Public Outreach Coordinator in gathering information for Feteh’s social media and in drafting Feteh’s success stories;• Read and understand clearly Feteh’s work plan and Monitoring, Evaluation and Learning (MEL) Plan, and work closely with the MEL Coordinator to ensure that all human rights related activities are carefully measured and clearly communicated to USAID;• Be ultimately responsible for the success of Feteh in executing all human rights related activities in each annual work plan;• Actively participate in meetings and contribute to the development and implementation of annual work plans and decisions by the management to achieve the objectives of the Activity;• Produce written material on a monthly basis or on request of the COP/DCOP to ensure that Feteh’s quarterly and annual reports contain a clear description of all details of human rights related activities with the Ethiopian institutions;• Manage and coordinate any staff under his/her supervision;• Perform other duties as assigned by the COP/DCOP.

Job Requirement:
• Law degree, and preferably also an LLM degree.
• At least 8 years of practical experience in the field of human rights protection, promotion and education including experience as a public prosecutor or a judge, legal academic, attorney, researcher, legal expert, etc.
• Very good background and relevant experience in supporting institutional capacity building activities.
• Adequate knowledge and understanding of responsibilities/mandates of democratic institutions (law and practice).
• Broad understanding of the legal system and current reform initiatives in Ethiopia.
• Excellent interpersonal skills with demonstrated ability to cultivate relationships with relevant Ethiopian government institutions.
• High degree of organization, professionalism, integrity, trustworthiness and flexibility.
• Fluency in both written and spoken Amharic and English.
• Technology-literate – PC skills, MS Word, Excel, PowerPoint, Internet.
