Ethiopian Nurses AssociationVacancy AnnouncementPosition: Regulation & Capacity Building Advisor Scope of Work Summary• The Regulation and Capacity Building Advisor for Health Workforce Improvement Program (HWIP) is responsible for coordinating Nurses education and practice regulation activities including national licensing examination, continuous professional development (CPD), scope of practice, and accreditation. S/he is expected to closely work with nursing teaching institutions, MoSHE, HERQA, MoH, government agencies and regional health bureaus to strengthen regulation of nursing education and practice.S/he will make a feasible plan and coordinate project to achieve the goal and objectives of the HWIP. S/he will also ensure that regular monitoring and evaluation of project progresses are conducted and findings of best practices are documented and feed in to the planning process.Major Duties & ResponsibilitiesLeadership:• With the Executive director, represent ENA on thematic specific issues on technical meetings, workshops, review planning;• Act as a liaison for the association with relevant stakeholders and partners, specific to healthcare regulation activities and, upon demand, for other meetings and activities such as planning meetings and provide inputs for implementation of program activities;• Coordinates and ensures efficient and effective implementation of the project with due consideration of timelines in delivering results.• Lead in all regional nursing related documentation efforts for the project, including compilation of monthly/quarterly/annual reports.• Assists and support the staff in developing critical thinking and professional judgment.Program Management & Implementation:• Work with relevant stakeholders including MoSHE, MoH, TVET authorities, RHBs, health facilities and nursing teaching institutions in strengthening the implementation of regulatory activities including continuous professional development (CPD), national licensing examination, accreditation, and faculty development programs;• Participate with other professional associations in the review of existing regulation standards, guidelines, operating procedures (including scope of practice) and shared course materials;• Closely work with key stakeholders to resolve issues related to CPD and regulation activities, policies and resources;• Support the revision of nursing policies, protocols and procedures using evidence-based information;• Collaborate with the multidisciplinary team/system at national and regional levels to integrate the nursing perspective into a comprehensive plan of health care services and support for the patient/family at all health institutions;• Facilitate competency-based training in key regulation areas like instructional design, accreditation and self-review, and licensing exam development;• Identify training and development needs of nursing through job analysis, appraisal schemes and regular consultation with concerned partners at national, regional and facility levels;• Develop training programs from scratch (from the initial need assessment, design, development, implementation and evaluation);• Design and expand training and development programs based on the needs of health facilities and the individual nurse• Create and/or deliver a range of e-learning CPD packages and manage the overall delivery of training and development programs (including the use of the already existing free online training packages by relevant global bodies.• Introduce and maintain a reliable post-training follow-up system to monitor and review the progress of trainees;• Support and facilitate active use of CPD database at national/regional office;• Evaluate the effectiveness and impacts of training and development programs;• Develop, pilot, implement, evaluate, and incorporate innovative models of training and development activities (CPD) across the nation;• Amend and revise training programs as necessary, in order to adapt to changes occurring in policy directions and the work environment;• Keepup to date with developments in training by reading relevant journals, going to meetings and attending relevant courses;• Support for the creation of nursing care environment that stimulates continuous self-learning, reflective practice, feeling of ownership and demonstration of responsibility and accountability;• Mentor nurses to acquire new skills, develop their careers and effectively incorporate evidence into practice;• Research new technologies and methodologies in workplace learning and utilize this opportunity to devise a training strategy for the organization;• Coordinate and record evaluation of the impact of regulatory activities (i.e. professional development program, licensing and accreditation) after a suitable interval to enable ENA and policy makers to correct approaches;• Develop innovative plan to improve regulation of nurses’ education and practice;• Work with MOH to ensure CRC is properly implemented;• Work closely with relevant stakeholders including HERQA and TVET authority to improve the culture of continuous quality improvement and accreditation practices across nursing training institutions;• Support nursing teaching institutions to develop and implement continuous self-review and utilize findings to develop improvement plan;• Work jointly with the Chief executive director and project advisors to coordinate planning and scheduling of activities, and ensure the smooth implementation of project events and activities as well as the overall operations of the ENA central office;• Provide regular support, guidance and mentoring to regional branch focal representatives, department heads and/or those working with ENA;• Participate in the development of work plans, implementation and training plans, quarterly reports and other program deliverables;• Establish formal and smooth communication strategies between project implementers (ENA national and regional branch office staff, higher education institutions etc.);• Conduct supportive supervision to the project implementation area;• Ensure that regular monitoring and evaluation of project progresses are conducted and findings of best practices are documented and feed in to the planning process.• Involve in ENA membership increment activities, and manage ENA membership dataBusiness Development• Identify and communicate potential opportunities for new business and new or leveraged funding sources;• Contribute to proposal design and writing.Knowledge Management and Sharing• Establish& create common understanding among implementing partners, consortium members and ensure smooth implementation of the project;• Prepare project annual, bi-annual and quarterly plan and report in light of different demands (donors and government);• Ensure that activities in the plan are rightly contributing to the attainment of the project goal;• Organize review meeting to evaluate the project performance against its plan and documents the findings for improving results;• Coordinate and collaborates with organizations/ project teams and ensure timely communications and availing all project related data;• Design and utilize CPD dashboard effectively;• Analyze critical and emerging issues in the course of project implementation and gives the necessary and appropriate responses.Location: ENA Head Office, Addis AbabaReporting Structure• Position Reports to: Chief Executive Job Requirement:

• Ability to travel for field activities (may reach a peak level of up to 30% of the time).

Education and Qualifications
• MPH or MSc with a background in nursing, public health, midwifery or other health related fields (Nursing background is preferred);
• Minimum of 3 years of experience in higher education institution/ health system and regulation strengthening area, or NGOs and familiarity to the Ethiopian health development sector and higher health education system;
• Qualified clinical health care provider as nurse, health officer, midwife, or other and an in-depth understanding of higher education system in the country (clinical nursing practice is preferred);
• Understanding of performance quality improvement issues and approaches in a clinical setting; in pre-service education and in-service training, etc;
• Proven experience in working with FMoH, MoSHE, RHBs, government agencies, sister professional associations, and nursing higher education institutions;
• Advanced training in areas of health professions education and regulation area is advantageous;
• Experience in NGO environment is advantageous;
• Previous relevant experience in areas of managing CPD courses, supporting development of licensing examinations, supporting educational self-review process is advantageous.
