Ethiopian Agricultural Transformation Agency Vacancy AnnouncementPosition: Senior Technical Expert - Engineer- Term of Employment: One year with possibility of extension- Duty Station(s): Ethiopian Investment Commission (EIC), Addis Ababa- Required Number: One- Salary & Benefits: Competitive- Application Deadline: March 22, 2020ESSENTIAL DUTIES:The STE is responsible for planning and monitoring the construction activities of the EIC Project from the design phase up to completion. The tasks and responsibilities of the role, among others, will include the following: –• Formulate and prepare complete and well-defined contract agreements, in close coordination with the project lawyer.• Prepare contract implementation plans, monitor implementation thereof, review deliverables, and manage contract changes.• Work closely with procurement specialists to prepare bid documents, evaluate bids related to construction works, bidders list and submits recommendations to selection committee(s), including inquiry preparations, request for bids and recommendations for award of contract as per the EIC procurement guidelines.• Represent/ support EIC Project during statutory and internal audits including audits and reviews by financiers and procurement reviews.• Provide technical advice on aspects of the works if and when necessary Work closely with the Financial Management Specialist to ensure proper documentation and certification of payment requests and timely processing of payments due to contractors and consultants• Reviews design of construction works, including off-site and on-site infrastructure based on national standards and international practices• Prepare construction implementation schedules by studying project plans and specifications; calculating time requirements; sequencing project elements.• Agree construction schedules with Site Managers and supervision consultants and regularly monitor progress.• Communicate schedules and subsequent changes to all affected parties. Intervene and agree action plans to recover delays where possible.• Ensure timely request for and delivery of all information that is on the schedule critical path.• Compile such reports as are required to demonstrate progress against schedules and budget.• Ensure contracts are implemented timely and in accordance with the terms of the contracts agreement and minimize the risk of contract variations and time extensions.• Receive requests, obtains estimates, update records, initiates paperwork and follow up on request for approval of work not previously covered in the contract; processes and obtain approval of contract changes. Identify variations to contract that will impact on the schedule and ensure schedule is revised to accommodate them.• Interpret contract provisions to help resolve claims and questions submitted by contractors.• Monitor compliance to contract requirements and terms of the contract to ensure all conditions are satisfied before approval of any payment.• Quantified and checked all site measurement and recorded the soft and hard copies for reference• Recorded interim and final measurement work for payment• Prepared and quantified quantities of executed works for monthly, quarterly and annual progress report and check against payment• Initiate and/or conduct meetings with contractors and consultants concerning contractual problems as necessary. Establish and update records of all correspondence related to contract activity.• Properly document all contract related communications and documents, including preparation and maintenance of a contract’s management register.• Apply project management disciplines to ensure successful completion of projects within time, cost and budget.• Checked and approved working drawings and templates as well as approved as built drawings.

REQUIRED QUALIFICATIONS:
• Minimum of 8 years’ experience with BSc degree or 6 years with Msc in civil engineering in managing complex and large value works and contracts.
• At least five years of experience with demonstrative effectiveness, in providing technical support on contract administration issues on large and complex projects.
• The candidate should have demonstrated professional experience in the interpretation of contractual documents.

PREFERRED QUALIFICATIONS:
• Knowledge of requirements for acquiring professional design and construction services in accordance with current Ethiopian regulations
• Knowledge of the laws and directives regulating building construction
• Knowledge of the procurement and contracts administration rules and laws of the country.
• Skill in negotiating, writing and interpreting contractual agreements
• Demonstrated analytical skills in engineering, costing, and financial analysis
• Should be conversant with engineering software like AutoCAD and project management software (e.g., Microsoft Project or similar)
• Problem solver/team player with high leadership qualities
• Highly organized and dedicated with positive attitude
• Thrive on working in challenging environment
• Work very well under pressure
• Supervise projects in professional and tactic full manner
• Good ability to manage complex and demanding workload with good analytic skill
• Excellent interpersonal communication skill.
