Norwegian Church Aid/EthiopiaVacancy AnnouncementPosition: GBV Program OfficerJOB SUMMARY• Reporting to the GBV Program Head, the GBV Program Officer provides broad support to the development, implementation, monitoring and follow up of NCA’s GBV/SRH Program in Gambella. The post requires an enthusiastic, highly motivated individual who has knowledge on GBV, Sexual and reproductive health and harmful practices programming in both humanitarian and development settings. The Program Officer will be required to work closely with program and finance team of NCA and implementing partners. The post holder will need to deliver effective, highly competent project support and is expected to consistently deliver in a person-centered environment, which promotes positive relationships. The officer must ensure timely and cost-effective implementation of program activities, supports the program / project development, as well as reporting, monitoring and implementation of plans. He/she will oversee budgeting, documentation, partner relations, and knowledge management. The program officer is also expected to build the capacity of NCA staff and other implementing partners on GBV/SRHMAJOR RESPONSIBILITIES:• Contribute to the development of work plans, monitoring plans, and compile progress reports of the programme.• Based on work plan, organize trainings, workshops and local level events in collaboration with local partners and government stakeholders.• Conduct frequent field visits and monitor project implementation; identify and address implementation challenges in collaboration with NCA team based in Gambella and Addis Ababa.• Participate in the design and implementation of assessments and program reviews;• Contribute in development of funding applications, project proposals, concept notes, work plans, monitoring plans, and compile progress reports as per NCA and donor requirements in collaboration with implementing partners and program/ communication/finance/PMER team• Ensure the alignment of programming with GBV/SRH core elements on prevention and service provision;• Support the development of program budgets, budget modifications, as well as monitor program expenditure to ensure activities are implemented within budgetary guidelines;• Ensure compliance with donor requirements and NCA financial and other policies & procedures and contribute to the preparation and implementation of grant requirements;• Provide feedback and implement project changes and interventions to achieve project outputs, ensure activities are delivered on time and as per the planned budget;• Attend key internal meetings and initiatives as required;• Establish positive relationship with partners and other stakeholders through effective communication.• Contribute to capacity building plans for stakeholders and partners on GBV related topics and ensure its implementation with other team members;• Participate in GBV/SRH related coordination meetings relevant to both refugees and host communities.• Represent NCA and the program in meetings, workshops and seminars;• Undertake any other duties within the post holders’ capabilities as appropriate.- Duty Station: Based in Gambella (secondment in partner office) with frequent travel to the field

Job Requirement:
• Bachelor’s degree in Sociology, Psychology, Gender studies, Social work, public health and other related Social Science fields with wide range of Gender, Harmful practices and Sexual Reproductive Health (SRH) experience.
• 5 years of experience of project management (developing, and implementing projects)
• Demonstrated experience working with government stakeholders, implementing partners, faith-based organizations and other stakeholders.
• Demonstrate experience of working in donor funded projects, such as UN agencies, NORAD, UNHCR and other International Agencies.
• Proven experience on planning, budget preparation and financial and grant management,
• Experience in organizing trainings, workshops and local level events.
• Demonstrated experience in working in teams, as well as, working independently with minimum supervision.
• Experience of GBV/SRH programming in both development and humanitarian aid is very much appreciated
Required skills & abilities:
• Very good knowledge of policies and strategies related to gender, GBV, Sexual and Reproductive health, harmful practices and related key development areas;
• Proficiency in English, both in writing and communication skills;
• Strong organization skills;
• Coachable and excellent interpersonal skills;
• Excellent in using digital monitoring tools, and Microsoft Excel relevant to budget preparation
