Ethiopian Agricultural Transformation Agency Vacancy AnnouncementPosition: Transformation Agenda Advisor - Livestock Feeds & Genetic Improvement- Term of Employment: One year with possibility of extension- Duty Station(s): Addis Ababa- Required Number: One- Salary & Benefits: Competitive- Application Deadline: December 13, 2019ESSENTIAL DUTIES:The roles and responsibilities of the TA Advisor in each focus area of the Delivery Unit and with respect to the specific TA Sub-Deliverables noted above, are as follows.Planning and execution effectiveness• Provide input and overall support to ensure effective annual planning, budgeting and target setting activities for all Sub-Deliverables.• Provide close support to implementation coordinator/s and owner in prioritization of interventions along the livestock feeds and genetic improvement areas.• Provide advises on enhancing the effectiveness of the private and public sectors in the livestock feeds and genetic improvement across the country with a focus on meeting GTP II targets set for the sector.• Provide support for the enhancement of the regulatory and institutional capacity along the livestock feeds and genetic improvement, including prioritization of investments in the sector• Provides support in the introduction and scaling up of ICT systems along the livestock feeds and genetic improvement for enhancing effectiveness and efficiency.• Provide support in linking federal and regional regulatory institutions in effective implementation of the prioritized interventions.• Provide additional support as may be demanded by the implementation owners & coordinators, and the DU head pertinent to the TADs.Tracking, reporting and escalation• Undertake regular follow-up and monitoring of all activities of the Sub-Deliverables, engaging with relevant Activity and Task Owners and implementation coordinators to ensure activities are on track and reporting timely and accurate.• Support data collection for timely and accurate reporting.• Identify and escalate challenges around implementation and reporting, as well as solutions, options and recommendations, to Sub-Deliverable Implementing Coordinator and/or Owner, as appropriate.Problem solving and light analytical support• Identify critical technical issues directly related to Sub-Deliverable design and/or implementation.• Analyze and develop solution options and recommendations for these critical issues and engage with relevant staff within the Ministry and external partners to align on adjustments required.• Proactively engage other DU staff and/or external partners for heavier or more analytical problem-solving support where needed.• Support the creation of range of producers and multiple channels for the delivery of livestock feeds and genetic improvement timely, efficiently and accountably to farmers through introducing more efficient systems.Technical support• Contribute to ToRs, concept notes, studies, workshops, and training materials, directly related to Sub-Deliverable and areas of technical expertise.• Provide other technical specialist and input needed for effective Sub-Deliverable implementation.• Provide additional support as may be demanded by the implementation owners & coordinators, and the DU head pertinent to the TADs and the priorities set by the Minister’s Office.

REQUIRED QUALIFICATIONS:
• Master’s Degree (PhD preferred) in Animal Science, Animal production, or related subjects.
• At least 10 years in a senior program leadership role in government, international agency or private sector.
• An understanding of the livestock sector dynamics in Ethiopia as well as key countries, with a preference for solid knowledge in the Ethiopian livestock sector, particularly the relevant national strategic directions as set out in the GTPII and the Livestock Master Plan.
• An understanding and good track of experience in national veterinary service system particularly control of trans-boundary animal diseases, domestic and international trade of livestock and livestock products, animal health policies, strategies, standards, sanitary requirements;
• Good track record of working relationship with and for smallholder livestock keepers, research institutions, public institutions at various levels, non-governmental organizations and other partners.
• Understanding and experience in developing livestock value chains, particularly in Ethiopia and in developing countries, and addressing obstacles that hinder the strengthening of key components including the adoption of new technologies by smallholder livestock keepers across the different livestock production systems.
• Practical experience in implementing high level interventions to address systemic bottlenecks of livestock development at the local level.
• Experience in prioritizing and sequencing both programmatic and operation activities.
• Experience in creating public-private partnerships in livestock programs.
• Demonstrable track record of success with program design, performance management, learning systems and monitoring & evaluation.
• Practical experience in implementing solutions at a local level.
• Strong team player with outstanding management skills.
• Excellent communication skills.
• Ability to work under pressure and in a constantly evolving and challenging environment.
• Fluency in Amharic and English is essential.
