The International Potato Center - Ethiopia (CIP)Vacancy AnnouncementPosition: Monitoring & Evaluation SpecialistMain Duties and Responsibilities• Contributes to the planning, design and implementation of the development and delivery of orange Support the implementation of the Development and Delivery of Biofortified Crops at Scale (DBBIO) M&E plan;• Designs and implements a beneficiary tracking database system to collect and manage M&E data;• Trains project partners on the implementation of the monitoring system, in particular the use of data forms and reporting formats, and provide ongoing coaching support through regular site monitoring visits for quality control and timely problem solving;• Together with other team members implements field survey tools - including training of enumerators, quality assurance standards and checks;• Collects data using desktop research, interviews, participatory observation, surveys and other tools• Carries out data analysis for baseline survey, M&E and impact assessment data in sweetpotato value chain using qualitative and quantitative methods and produce a summary table for the reports to monitor progress of the DDBIO project towards its research and development output and outcome targets;• Works with and strengthen the capacity of partners in research, development and extension organizations in Participatory Monitoring and Evaluation, using both formal and experiential learning methods.• Contributes to the development and use of livelihood, gender and impact indicators for evaluating the outcomes and impacts of RTB-related interventions, technologies and policies;• Contributes to the production of publications including M&E reports, annual reports, policy briefs, journal papers and other scientific publications in collaboration with CIP staff and project research partners• Participates in selected operational research activities and surveys;• Participates, as advised by your supervisor, in regional M&E meetings and other program-level activities;• Manages and regularly updates and maintains baseline and M&E databases• Documents good practices, lessons learned trends, cross-cutting policy and implementation issues, among others;• Any other duties as may be assigned.- Position level: HG 14 - Duty Station: Addis Ababa, Ethiopia- Terms of appointment: Initial appointment is for two years which will be renewable based on performance and funding availability. Education:
• MSc Degree in Monitoring & Evaluation, Agricultural Economics, Development Economics or related Agricultural Science
• Broad / specialized knowledge of methods, techniques and processes
MSc Degree in Agricultural Science or Development or related field with
• Good understanding of Impact, Monitoring and Evaluation theory, and applications extending to study design, quantitative and qualitative analytic methods;
• Experience in producing project reports, training manuals, and peer-reviewed publications;

Experience:
• Five years’ relevant work experience in database management, monitoring and evaluation with national and international organizations related to agricultural research and development
• Experience in the development and implementation of Baseline Survey, Impact Assessment and M&E frameworks and tools (including household-level surveys);
• Experience of applying these skills to agricultural research for development projects necessary;

Skill and Competence:
• Familiarity with agricultural system issues and challenges;
• Good analytical skills and extensive experience of using statistical packages for data analysis (SPSS, STATA);
• Ability to work effectively in multi-sectoral teams and partners with members drawn from a diverse range of scientific disciplines;
• Ability to work under pressure, often to tight deadlines without compromising the quality of deliverables;
• Ability to prioritize tasks and able to work with little or no supervision;
• Experience in informal and formal capacity development of colleagues and partners;
• Strong English language skills, both written and spoken mandatory
• Willingness to travel frequently, often to rural areas
