Pharmaceutical Logistic Coordinator
Save the ChildrenVacancy AnnouncementPosition: Pharmaceutical Logistic Coordinator Job Summary:• The Pharmaceutical Logistic Coordinator will work under the direct supervision of SWAN Consortium Lead and will be responsible for all pharmaceutical supply management related tasks of SWAN Project. Among the major tasks include: pharmaceutical quantification and estimation of need, preparation of procurement plan, ensuring the quality of storage at the warehouse meet WHO standard, facilitate and lead timely transportation and distribution of medical supplies and equipment to delivery sites, ensure quality of procured pharmaceuticals, ensure the pharmaceutical supply chain meets Save the Children and donor regulations. S/he will provide technical assistance for CO and field team on pharmaceutical logistics management, represent in different humanitarian and rapid response team meetings. She/he will ensure implementation medical / Pharmaceutical standards in Save the Children. KEY AREAS OF ACCOUNTABILITY:• S/he will prepare pharmaceutical quantification and estimation of need, developing specification of medical supplies and equipment and placing of procurement request• She /He will ensure the placement of proper pharmaceutical supply chin information system in all the project areas and will also be involved in all supply chain technical field of expertise (pharmaceutical quantification, consumption monitoring, and order compliance, Verification and sign up).• Coordination of response program medical supplies including policies and procedures for the management of medical supply chain including the sourcing pipe line planning from the field office to Ethiopia Country office • Ensure timely preparation and distribution of Medical supplies and equipment’s to the field health facilities and Support forecasting and quantification of emergency health kits obtained from the designated warehouse and those procured through the Project• Provide technical assistance in distribution and transportation of medical supplies and Support good storage and distribution practices supported by the project on a day to day basis• Pharmaceutical Logistics Coordinator will focus on pharmaceutical and supplies commodity system and policy issues within the context of the Save the Children Ethiopia Office portfolio, the drug supply chain meet • Ensure Save the Children and donor regulations are followed up and maintained. Specifically, the officer will provide support through technical assistance in procurement, rational drug use, pharmaceutical waste management, drug quality and other related initiatives• In addition, assist the Health program managers and Emergency managers to further integrate and align medical supply chain program activities.• Provide technical assistance in management of the SC pharmaceuticals and medical supplies stock on a day to day basis and ensure that guidelines are in line with the SC procedures.• Importation: check the required documentations fulfilment in consultation with Logistics units, he/she liaises with clearing agents and regulators during the importation of goods facilitate customs and duty payments and represent Save the Children International Ethiopia country office when clarification is required.• Ensuring that the disposals of expired medicines are according to Save the Children safety standards and waste management protocols and National legislation when existing, in cooperation with other responsible units.• Provide regular supportive supervision on quality stock management of health kits using bin-card and stock cards at health facility and district health office level. • The post holder will comply with all relevant Save the Children Policies and procedures with respect to Child Safe Guarding, Human Trafficking and Modern Slavery, Fraud Bribery and Corruption, and Code of Conduct• Based on the emergency health and nutrition situation in the implementation areas, prepare pharmaceutical quantification and estimation of need, developing specification of medical supplies and equipment and placing of procurement request Facilitate the translation and implementation of procedures and processes related to the quantification, procurement, distribution, rational use, and management of essential drugs at save the Children• Assist in management of the SC pharmaceuticals and medical supplies stock on a day to day basis and ensure that guidelines are in line with the SC procedures.• Provide assistance to build technical competency within the elements of pharmaceuticals and medical consumables management in line with SC global guideline.• Provide on the ground monitoring and document progress towards achieving expected results using performance indicators.• Contribute to the development and implementation of supply chain management of essential drugs and medical consumables technical work plan and follow up of its implementation.• In addition, assist the health program managers and emergency managers to further integrate and align medical supply chain program activities.• Importation: check the required documentations fulfilment in consultation with Logistics units, he/she liaises with clearing agents and regulators during the importation of goods facilitate customs and duty payments and represent Save the Children International Ethiopia country office when clarification is required• Ensuring that the disposals of expired medicines are according to Save the Children safety standards and waste management protocols and National legislation when existing, in cooperation with other responsible units.• Provide regular supportive supervision on quality stock management of health kits using bin-card and stock cards at health facility and district health office level. • Prepare monthly and progress project report on all the activities relating to essential medical supplies and support the documentation of the project’s best practices • • Participate in the rapid Response team to provide humanitarian support to conflict/ other natural or manmade disasters affected people based on the gaps identified and discussion with consortium lead and emergency health and nutrition specialist• Responsible for stock control and managing medical store ensuring security and maintenances and that medical stocks are kept in proper storage• Inspect goods on arrival at warehouse.• Ensure that all procured items are delivered to the warehouses and proper warehouse documents are issued• Ensure appropriate documentation, tracking and filing of all procurement activities by following standard procedures and guidelines of SCI to ensure traceability of all documents• Ensure proper cold chain management.• Capacity building of the regional warehouse personnel.• Ensure the SWAN medical warehouse fulfils all the WHO standards of Good Storage Practice.• When pharmaceuticals are distributed to regional offices, confirm the distribution practice is as per WHO standard of Good distribution practice.• The post holder will comply with all relevant Save the Children Policies and procedures with respect to Child Safe Guarding, Human Trafficking and Modern Slavery, Fraud Bribery and Corruption, and Code of Conduct.- Closing date: 19 Apr 2020 - 23:59 EAT- Location: Addis Ababa, Ethiopia- Department: Programme Operations- Type: Permanent- Schedule: Full-time

The post holder is responsible to coordinate WASH activities at the response woredas as well as liaising with local government, consortium members, national and regional WASH cluster coordinator where SWAN project is operational.• The Roving WASH coordinator is also responsible to ensuring the humanitarian needs and gaps are properly assessed at SWAN proposed WASH interventions such as water trucking operation, WASH non-food item (NFI) distribution, water treatment chemicals, rehabilitate/maintenance, leading the preparation of WASH integrated response plans and provide technical support on Hygiene and Sanitation promotion activity, Cholera/AWD prevention and preparedness actions, preparing water trucking and NFI distribution modalities according to the project objective and in line with cluster standards • S/He will also coordinate SWAN WASH projects implementation in the field offices where SWAN is intervening. In close coordination with consortium members, humanitarian department, WASH teams at all levels, will responsible to provide technical guidance, conduct assessments, periodic supervision and organizing review meetings, as well as capacity building to WASH staffs and WASH partners to ensure the SWAN WASH responses of high quality and achieves the programme objectives. KEY AREAS OF ACCOUNTABILITY:• Coordinate and facilitate SWAN WASH activities in close consultation with consortium lead, humanitarian and WASH teams and also field office manager, project manager at field level and Addis Ababa, staff in the field, other technical advisors and senior managers at all level.• Review WASH response plans and requests come from the field office, consortium members and cluster request. Provide timely feedback in consolation with PM and PDQ WASH team• Represent SWAN WASH projects and participate in the consortium technical coordination meetings with consortium members to facilitate effective and coordinated joint response.• Support SWAN and consortium members in developing response plan through conducting assessments such as cholera/AWD, NFI distribution, water trucking operation and delivery of training programs, support hygiene and sanitation promotion to target communities, government and partners’ staffs based on identified and agreed needs• Prepare and review technical specifications details (including materials specification, cost break down) and provide technical supports at all levels.)• Asses and design the best and suitable way to WASH responses (water trucking NFI distribution, H&S promotion… etc.) in consultation with WASH technical advisors, water office and beneficiary community• conduct WASH need assessment at SWAN response areas at all regions jointly with partners and produce assessment report and advise the project for response.• Develop and maintain good relationships with SWAN intervention area key partners and relevant local authorities and communities• Represents SWAN WASH project as focal person at various meeting as required• Follow up, monitor and supervise day to day activities of SWAN WASH emergency responses and take corrective measures if any• Prepare weekly and monthly reports and submit timely• Perform any other relevant duties assigned by supervisor• Develop good relations with other consortium members NGOs• The post holder will comply with all relevant Save the Children Policies and procedures with respect to Child Safe Guarding, Human Trafficking and Modern Slavery, Fraud Bribery and Corruption, and Code of Conduct- Closing date: 19 Apr 2020 - 23:59 EAT- Location: Addis Ababa, Ethiopia- Department: Programme Operations- Type: Permanent- Schedule: Full-time
