About the Position

Dexis is seeking Program Development Officers to support a project with USAID’s Office of Transition Initiatives (OTI) in Ethiopia. This is a three-year contract to support activities that will strengthen democracy and national stability in Ethiopia.

The Program Development Officers will support regular program development activities and will report to the Senior Program Development Officer. These are full-time positions based in Bahir Dar, Amhara, with an immediate start date.

USAID's Office of Transition Initiatives’ (USAID/OTI) new support program aims to deliver fast and adaptable support that helps the Government of Ethiopia and civil society advance democratic reforms and enhance citizen engagement in the governance processes. Dexis Consulting Group (Dexis) will be USAID/OTI’s implementing partner in providing this assistance.

Responsibilities

  • Present activity ideas at weekly activity design meetings and refine activity concepts for green-light/activity clearance.
  • Enter activity concepts in the OTI Activity Database upon yellow-light approval.
  • Keep apprised of activities through implementation and supports tasks associated with project completion including moving activity to Completed in OTI Activity Database.
  • Write Final Evaluation Report (FER).
  • Identify and develop relationships with potential grantees and local partners.
  • Develop project concepts into fundable projects.
  • Write grant agreements and enter information into OTI Activity Database.
  • Managing and overseeing individual activities from concept to conclusion.
  • Provide technical assistance to support activity design and development.
  • Supports Monitoring, Evaluation, and Learning efforts and uses feedback and lessons-learned from activity implementation to inform future activity design.
  • Analyze grant budget estimates.
  • Vet potential grantees against Office of Foreign Asset Control/terrorist activities per USG regulations.
  • Oversee activity implementation and ensure compliance with grants management policies and procedures.

    Purpose of the post

    Under the supervision of UNICEF Chief of REPOM and Social Policy Specialist, the Consultant provide technical assistance for updating Ethiopia’s national equity situation analysis report.

    The specific TASKS OF this consultancy include:

    The specific tasks to be performed include but are not limited to the following:

    1       Develop a plan for the technical assistance work and agree on the plan with UNICEF.

    2       For the purpose of updating the national situation analysis report, review and extract the relevant parts of the existing regional situation analysis reports and briefs as per the plan agreed with UNICEF.

    3       For the purpose of updating the national situation analysis report, review and extract relevant analysis from recent relevant publications.

    4       Face to face and telephone discussions with national consultants, universities, sector bureau officials, as well as all other experts and relevant institutions when required for carrying out the tasks.

    5       Organize a Strategic Moment of Reflection with the relevant sections of UNICEF and stakeholders before the finalization of the report.

    6       Provide brief status updates on all the activities - bi-monthly to the Social Policy Specialist, UNICEF REPOM.

    7       The consultant shall liaise with all relevant sections in UNICEF, government offices, and non-government institutions to undertake the assignment.

    Methodology

    Reviewing, technical editing (writing) and synthesis of various reports that will be used as input for updating the national updated equity situation analysis report. In addition to following the UNICEF Guidance on Conducting a SitAn of Children’s and Women’s Rights 2012, provisions and principles of the Convention on the Rights of the Child (CRC), the Consultant will:
    1. Expected Deliverables

    2. A timeframe with a plan of activities and the outline of the National Updated Equity Sitan.
    3. A draft version of the National Updated Equity Sitan by 31st March 2015.
    4. A final version of the National Updated Equity Situation Analysis of Children and Women in Ethiopia – 40-50 pages by 31st May 2015.
    5. One policy brief and a PowerPoint presentation summarizing the main trends and major challenges faced by children and women in Ethiopia by 31st May 2015.
    6. - Adopt an integrated, cross-sectoral approach that takes a holistic view of all areas of children’s rights;

      - Pay special attention to rights-deprivations of children due to disability and health problems, children not living with biological parents, and children with different ethnic and linguistic backgrounds;

      - Examine gender social norms and behaviours affecting the realization of equal rights for boys and girls, men and women in the country;

      - Analyse and identify gaps in the existing legislative and policy framework addressing child and adolescent rights;

      - Analyse the capacities of duty bearers in fulfilling their accountabilities vis- ‘a- vis child rights;

      - Analyse the capacities of right holders in participating in the realisation of child rights; and

      - Conduct mapping and analysis of policies, legislation and budget allocations relating to children’s rights organised by identified themes.

    3. 3.        Progress reports and project work plans are timely prepared, and effective technical support is provided in the drafting of donor, annual and other reports/project documentation related to EPI.
    4. 4.        Appropriateness and completeness of financial and supply documentation as well as adherence to established allotments are ensured.
    5. 5.        The capacities of Country Office staff and team work are strengthened through effective capacity building activities in the development, implementation and management of the Immunization Programme.
