Analysis and report on the Ethiopian economy in collaboration with the other economists in DFID-Ethiopia. This includes ad hoc analysis on significant economic events (e.g analysis on the Budget, impact of devaluation, etc.) and six-monthly economic update. 2. Track trends in key HD indicators (gender disaggregated) and update key fact sheets for each sector. 3. Provide economic advice and input (e.g. sector budget and expenditure data, economic analysis) to the Senior Responsible Officers (SROs) of DFID-Ethiopia’s Human Development programmes to ensure that DFID-Ethiopia’s Human development portfolio is well implemented and quality results are delivered. 4. Lead the human development strategy work to guide future support beyond 2020. This includes analysis on the evidence underlying future HD strategy, analysis on alternatives to Financial Aid, etc. Contribute to the design and implementation of Human Development sectors financing strategies. 5. Lead economic appraisals of Human Development programmes to inform investment decisions, advise and quality assure value-for-money (VfM) metrics of DFID-E’s Human Development Portfolios. 6. Lead the sector financing analysis in HD sectors and providing advice on how to ensure sustainable financing. 7. Provide support to economic development programming in DFID Ethiopia. 8. Track and report on GoE drought financing and strategic food reserve and carry out analysis on the impact of emergencies on the Ethiopian economy in general and on DFID-E’s HD, humanitarian and economic development portfolios in particular. 9. Develop and maintain a wide network of Government officials, donor counterparts, private sector representatives, analysts, researchers and academics to develop the understanding of the Ethiopian economy and human development challenges in particular.10. Effectively engage with the GoE and development partners’ technical working groups especially the Basic Service Delivery Group of donors and the Financing and Sustainability technical working group. 11. Strategically engage with the senior management teams of GoE, other parts of the DFID and other UK Government departments to ensure effective implementation of the human development interventions in line with the agreed fiduciary, social and environmental safeguards. 12. Act as the office lead on value-for-money, providing training and advice across DFID Ethiopia. The economist is needed from October 2018 onwards. S/he will report to the Deputy Team Leader in HD and will be part of the Human Development Team. Technical support and oversight will be provided by DFID Ethiopia’s Senior Economist.
