Ethiopian Agricultural Transformation Agency (ATA)Vacancy AnnouncementPosition: Director - Partnerships & Resource Mobilization- Term of Employment: Fixed- Duty Station(s): Addis Ababa, Ethiopia- Required Number: One- Salary & Benefits: Competitive- Application Deadline: July 14, 2019POSITION SUMMARY:• The Partnerships & Resource Mobilization Director (P&RMD) will report to the Senior Director of Operations and lead a team that works to create, maintain and facilitate effective partnerships between ATA and its collaborating partners, namely donors, GOE organizations, non-governmental organizations and the private sector. The P&RMD will serve as the primary focal person with Development Partners and Ministry of Finance (MoF) to mobilize/secure fund/budget and to monitor and provide update on both technical progress and financial utilization of programs to relevant bodies. In addition, the Director is a liaison between ATA program teams and both funding and implementing partners in coordinating proposal development, partner solicitation, ensuring timely fund mobilization, budget allocation, reporting, sub-grantee selection and the entire processes management.ESSENTIAL DUTIES:The specific duties of the Partnerships & Resource Mobilization Director will include the following:• Leads the day-to-day engagement with development partners to build strong relations and mobilize resources to support the agricultural transformation agenda deliverables.• Manages and supervises the team to ensure efficient delivery of its role in the area of resource mobilization & allocation as well as partnerships and grants management.• Develops a comprehensive resource mobilization strategy for ATA which specifies achievable targets and how ATA can achieve them.• Manages fund raising cycle including concept note/proposal development processes in collaboration with program teams to ensure that they are properly coordinated and consistent with internal program priorities, cross cutting issues and donor priorities and requirements.• Coordinates with ATA’s Finance Director establishing working modalities in the area of financial data tracking and analysis for budgeting, monitoring, reporting and grant audit in order to meet program objectives and government/donor requirements.• Work with Communication team to standardize and ensure quality of external documents (such as proposal and report) and to organize high level monitoring field visits/events for government and development partners.• Manages a comprehensive database of donors and sub-grantees to facilitate tracking of partnerships and outreach to potential partners.• Harmonizes planning, budgeting and reporting guidelines & templates for Development Partners (DPs) to align their support with priority areas of the Government.• Reviews and presents internal monthly updates, resource allocation and grants management for Senior Management Team and periodic reports for Development Partners submission.• Performing any other duties as assigned by direct supervisor.

REQUIRED QUALIFICATIONS:
• Minimum Master’s Degree in Economics, Business Administration, International Development or other relevant field of study, obtained from a recognized University.
• At least ten (10) years of experience in the management of partnerships involving donors, of which 5 years should be in a senior, leadership or managerial position.
• Experience in international development, including working in resource mobilization/allocation for multilateral and bilateral development partners, philanthropic organization, private foundations or NGOs as well as grants management.
• Professional certification and other advanced training in resource mobilization, donors’ procedures and compliance and grants management software.
• Excellent partnerships & grants management skill and ability to build relationships with government counterparts, development partners, civil society agencies and private sectors.
• Demonstrated ability to manage complex tasks involving multiple stakeholders.
• Demonstrated ability to work in a multidisciplinary, diverse staff, and multi-sector environment.
• Superior analytical and organizational skills with excellent attention to detail and high degree of personal initiative.
• Good skills in Microsoft Office Suite specifically in excel.
• Fluency in English and Amharic is essential; fluency in at least one additional Ethiopian language is a plus.
• Ability to work under pressure, long work hours, and high workload.
• Ability to independently organize work and prioritize tasks as well as work with teams.
• Willingness to respect and adhere to ATA values
PREFERRED QUALIFICATIONS:
• Experience in the agricultural sector and reasonable knowledge of local laws of the country is preferred.
