Organization: Embassy of Canada - EthiopiaJob Title: Property and Material ManagerSalary: Starting at 328,164 ETB gross per annumVacancy type: IndeterminateTerm Details: This position is a LES (Locally Engaged Staff) position, subject to the Terms and Conditions of Employment for LES in Ethiopia.Level: OfficerClassification: LE-07Location: Addis Ababa, EthiopiaClosing date for applications: 23-11-2018 At midnight UTC/GMTSummary of position:Under the direction of the Deputy Management Consular Officer (MCO), the Property and Material Manager (LE-07) plans and administers services related to the procurement and maintenance of the Mission’s staff housing, official residence, and chancery and ensures that real property is maintained in accordance with Government of Canada standards and/or leasing terms; plans and administers activities related to interior decoration of staff quarters, and the supply and maintenance of required furnishings, equipment and appliances; maintains contact with local real estate and construction industry, negotiates leases and renewals, as well as repair and maintenance contracts, and provides consultative services in respect to purchasing; supervises locally-engaged staff; prepares the annual estimates and budget input for operations and maintenance requirements as well as ongoing budget monitoring; and performs other duties.Area of selection:This position is open to individuals who are eligible to work in Ethiopia, who meet all of the essential requirements stated below, and whose applications are received by the closing date. Essential qualifications:

Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications.

Education:
• Bachelor’s degree in civil engineering (or equivalent) or in a related management/administrative field OR a combination of a university degree and at least seven years’ experience in property management.

Language:
• Fluency in English (oral and written)
• Fluency in Amharic (oral and written)

Experience:
• Five years or more of experience working in civil engineering or property management.
• Three years of experience supervising/ managing a team
• Three years of experience in a job role with responsibilities including managing a budget
Experience should have been obtained within the past 10 years

Rated Requirements
The Rated Requirements relating to knowledge, abilities and competencies will also be assessed. Methods of assessment may include, but are not limited to, a written examination, an oral interview, role-play, practical tests, presentations and/or psychometric assessment.

Knowledge:
• Knowledge of property management, in particular preventative maintenance, repair, upkeep of buildings and physical resources;
• Knowledge of leasing and acquisition/disposal of properties in the local market;
• Knowledge of procurement and contracting from suppliers and service providers;
• Knowledge of basic budgeting and expenditure principles such as forecasting, monitoring, etc.;
• Knowledge of general administrative practices and procedures; and
• Knowledge of Microsoft Office (Word, Excel, Outlook Mail).

Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• Previous experience working in a diplomatic mission, in a Canadian Government or Canadian Public Sector environment, or in an international organization;
• Experience in soliciting and analyzing quotations for building renovations, maintenance, etc.
• Experience in managing service contracts, lease negotiations and interfacing with local government;
• Fluency in French, Canada’s other official language.

Operational Requirements:
Ability and willingness to work overtime;
• Leave may be restricted due to operational requirements.
