Norwegian Church Aid/EthiopiaVacancy AnnouncementPosition: WASH Program Advisor Job Summary: • The WASH Program Advisor is responsible to coordinate key stake holders in the WASH project management and represent NCA in partner engagements as essential. S/he works is in charge of WASH project development, implementation and reporting of same in Gambella. The Advisor is required to actively engage in staff development and management, monitor the project budget and actively engage in the reporting and documentation of project activities.• The position requires a highly motivated individual with strong personal integrity and commitment to serve community in need. Evident exposure of INGOs in relation to the WASH project roles is a plus. The person to be employed need to accept the Code of Conduct of ACT Alliance.Coordination and representation• Develop relationship with a range of key stakeholders including ARRA, UNCHR at camp level.• Representation of NCA and actively participate in zonal and camp level thematic coordination meetings.• Maintain / establish regular reports to UNCHR, ARRA and the donor in collaboration with the WASH PM.• Lead and coordinate sanitation and hygiene team planning, implementation, monitoring and evaluation.• Ensure the smooth implementation of the project as per the DIP.• Oversee the overall WASH program and lead the team in the absence of WASH Program Manager.Project development, implementation and reporting• Assist the WASH PM on the development of draft concept notes, project plans, budgets and funding proposals.• Participate and ensure quality and technical standards for capacity building, activities of all levels.• Produce/update SOPs for all Sanitation and Hygiene promotion activities.• Assist the WASH PM to produce rapid assessment tools and ensure quality data collection, data entry and undertake analysis and produce reports.• Prepare weekly, monthly, quarterly, annual reports in the areas of WASHStaff development and management• Supervise WASH, Sanitation and Hygiene Promotion officers, Assistants HPO, Foreman and provide technical follow-up and support.• Develop staff performance measurement and targets and assess them based on the set targets and contribute to technical assessment of WASH officers and assistants.• Conduct training needs assessments of all WASH staff and make recommendations.• Conduct periodic field visits to support field staffs through technical backstopping and to train duty carriers.• Maintain NCA’s code of conduct and principles of accountability.Budget Monitoring• Assist the WASH PM on grants management of all WASH projects in Gambella• Liaise with Logistics, Finance departments to ensure smooth operation of the offices.• In co-operation with the WASH PM, review the activity and related financial reports.• Ensure timely procurement for the project according to the procurement plan.- Area of Specialization: Project coordination and representation, project development, reporting, staff development & management and budget monitoring- Reporting to: WASH Program Manager, Gambella Field Office- Duty Station: Based in Gambella with frequent travel to project sites- Length of Contract: Up to December 2020 with possibility of extension based on performance and availability of funds

Job Requirement:
• MSc/BSc in Civil/ Water/ WASH/ Environmental Health or other WASH related fields from a recognized institution with a minimum of 3/5 years demonstrated experience preferably in the International humanitarian or development organization
• Demonstrated skills in planning, organizing, mentorship and supervision
• Excellent interpersonal skills to promote effective collaboration within staff, among refugees, across partner organizations & stakeholders
• Strong written and oral communication skill in English
• Professional fluency in written and spoken English
• Knowledge of local language is a plus
Personal qualities & competencies:
• Documented skills in Project Planning and Management is a plus.
• Thorough knowledge of WASH national and international standards.
• Proven skills in computer programs (Word, Excel, and statistical packages).
• Excellent skills in report writing and meeting deadlines.
• Demonstrated ability to work in emergency, preferably in refugee context.
• Proven experience in effective coordination and creating working relations with the other team members and other stakeholders.
• Proven commitment to accountable practices.
• Knowledge of working in challenging environments.
• Proven ability to manage large varied workloads and deal constructively with stress and periods with long hours.
• Proven ability to prioritize tasks and meeting deadlines and work with limited supervision
