She/he is responsible for implementing plans for the control, monitoring and reporting of financial operations and human and material resource management of the field Office including preparing project budget, financial statements, a timely and accurate processing of all accounting transactions, maintaining cash controls, preparing the payroll and personnel administration, maintaining accounts payable. validation of receipts, vouchers and financial data, and preparing financial reports, facilitating procurement and general services including transport, maintenance and staff security.Key responsibilities include but not limited to:• Prepares project budget and detailed implementation plan, and develops monthly. quarterly and annual cash budget and/cash flow.• Records oil transactions accurately including cost sharing/contributions from different sources (from donor and CCFC) and ensures that there are adequate supporting documents and that all transactions comply with CCFC and donor’s requirements.• Advises the Project Coordinator, Project Technical Officer, Project Facilitators and finance/ admin assistant on proper fund request, financial planning, budget control, proper financial verification and approval procedures and on current and future budgetary positions and administrative issues.• Follows up on the activities of and provide technical supports to the staff under his/her supervision• Reviews and checks petty cash reimbursements and consistently implements petty cash management practices.• Receives and records invoices and arranges payments, ensures that all nominal ledger control accounts are reconciled monthly, follows up and investigates any queries or differences and checks any resulting journal entries.• Ensures proper documentation of financial related documents both in hard copy and electronics copy and keeps the documents in safe and secured places.• Perform other related duties as required by the supervisor.
