    Background

    • Under the general supervision of the Chief of Health and in close collaboration with the Addis Ababa and other region based Health Specialists, contribute to Health programme planning with specific focus on budgeting, finance, monitoring and evaluation of programme/project activities, data analysis and progress reporting, including supporting the Health section chief.

    Justification

    • As the current post S/M (Health programme officer, FT P2) will be on maternity leave the position needs to be filled on a temporary basis for a total period of 11 months (handover time and maternity leave of 6 months).
    • The current S/M plays a key role as a SAP hub in the section, oversees more than 25 other resources grants in addition to regular resources, monitors the financial expenditure, and directs the section under the guidance of Health section chief to expend funds in an effective and timely manner.
    • The presence of a human resource with similar expertise and experience to fill the gap during the maternity leave of the current incumbent is vital for the overall Health Section programme planning and monitoring.
    • Familiarity with SAP, UNICEF planning, budgeting and financial system is a must.

    Specific Tasks

    • Support the planning with a special focus on budgeting and finance, implementation and monitoring and evaluation of health programmes at federal and in all regions as per Country Programme Document and annual work plans.
    • Support knowledge management of the health programme to ensure timely information collection and dissemination, and use of information for advocacy and programming
    • Lead the Regional, Zonal and Woreda based health strategy and annual work plan preparation process as the section focal point
    • Support the health section in result based management through result based monitoring
    • Review monthly programme activity implementation report, produce quarterly progress reports, and coordinate RAM
    • Coordinate studies and research to measure health programme outcome and impact, and manage/monitor IMEP
    • Draft relevant sections of reports (required for donors, management, annual reports, etc.)
    • Act as focal point on M&E committee of the country office
    • Develop capacity of PAs  and other professionals to increase the section's admin/finance efficiencies
    • Support any relevant tasks in relation to the new country programme preparation and other related needs.

    Methodology

    • The TA will be based in Addis Ababa UNICEF office with some field travel if the necessity arises.
    • During the handover period of one month, the current S/M will provide thorough guidance and introduce the TA to the key contact officers/partners to ensure the smooth transition
    • The TA will report to the health section chief.

    Expected Deliverables

    • Support provided for the section chief and section in planning with a special focus on grant management, budgeting and finance, and M&E.
    • Support provided for the knowledge management of the health programme to ensure timely information collection and dissemination, and use of information for advocacy and programming
    • Completed set of health strategic and annual work plans produced and circulated to relevant parties
    • Ensured results-based management through results based monitoring in collaboration with the section's national M&E officer
    • Quality assured quarterly progress report, RAM, and other reports (required for donors, management and annual reports etc) produced
    • Coordination provided for studies and research to measure health programme outcomes and impact, and up-to-date IMEP produced
    • Full involvement and active participation as a focal point on M&E committee of the country office
    • Increased capacity of section PAs and selected professionals to deal with day-to-day budget/financial matters

Purpose of the post

Under general supervision of the Sr. Programme Assistant for Quality Assurance, the incumbent of the post performs a variety of tasks in vendor master database administration; handling all requests for new vendors and changes and updates to the existing vendors data.

Major Duties and Responsibilities of this post include:

  • Handle all requests from Sections for new vendors, and changes to existing vendors. Ascertain whether the vendor is already registered in the system and consult with sections if either to update the existing record or to create a new record. If the vendor is an implementing partner, check for availability of micro assessment and enter key information from the micro assessment into the vendor master database.
  • Review and check filled in vendor request template and bank confirmation letter for any errors/omissions and request corrections from the supplier or vendor. Create and modify vendor master records for: Field office vendors (ZFV), Programme partners (PRG2), Individual consultants and contractors (ZCON), and Institutional consultants and contractors (ZCNT).
  • Monitor on a monthly basis the vendor master database to ensure completeness and accuracy of records and to carry out a clean-up exercise to remove duplicates, invalid records and vendor accounts no longer active.
  • Update the vendor master database by gathering information related to assessments and evaluations of vendors and Implementing Partners. This includes blocking poor performing vendors from further transactions based on the information and decision provided by concerned official.
  • Inform HQ Supply Division on international vendors blocked/unblocked and local vendors blocked for clearing of master database records. Liaise with HQ for creation of HQ level vendors, and update of IP risk rating and vendor master database records on periodic management reports.
  • As a focal person for vendor master database, respond to queries relating to the area of responsibility and provide information related to vendor registration and related issues.
  • Produce monthly and annual statistics on vendor activities.
  • Perform any other duties as requested by the supervisor.

Job Purpose :

 

This position is designed as a 6 month maternity position. However, Concern, as a leading agency for Nutrition in the country provides an excellent base for dynamic and skilled personnel to develop their career as public health nutritionsists in the longer term also. Employment extension will be based on performance.

 

The job purpose is to support the Health and Nutrition Department of Concern Worldwide Ethiopia programme in the area of emergency and non-emergency nutriation . The position holder will be expected to provide field based and Head office support to plan , implement, evaluate and document nutrition interventions using community based management of Acute Malnutrition (SC, OTP, TSFP) and support projects working to integrate IYCF with CMAM in three region of the country . This duties will have strong emphasis on providing technical support for field based team operating emergency any development programmes for nutrition .

Mentroing and strengthening in-house capacity is an integral part of this work . The position holder will not have direct management duties but provide support to ensuer project provide high quality support communities , and ensuer high quality reporting that meets Concern's and Donor's specification. The position holder will be expected to liaise with Government representatives, UN partners and humanitarian actors to facilitate the needs of the projects as needed.

 

 

Main Duties and Responsibilities :

 

  • Ensure that assigned programme activities are compliant with the Government of Ethiopia’s National protocols and Guidelines for emergency and nonemergency nutrition programming.

  • Ensure that the assigned programme activities adhere to the programme Implementation plan outlined in various proposals, and deliver high quality outputs.

  • Ensure a strong monitoring system is in place and that programme data on international nutrition indicators, including TYCF, health, nutrition and hygiene knowledge , is collected, analysed , reviewed and used to inform effective community outreach efforts

  • Provide regular field based technical support to ensure quality of activities , result based monitoring , and support field staff to develop and deliver all reports compliant with Concern’s and Donor’s specification.

  • To support lessons learning and documentation in health and Nutrition Department

  • To represent concern at selected task force and technical meeting at Federal level (DRMFSS/MANTF).

  • To coordinate with the team members of the Health an d Nutrition Department in Addis Ababa and provide regular feedback to the ADCP and Concern’s Area Programme Coordinators.

  • Carry out any other duties as requested by the ADCP to support the Health and Nutrition Department

 

 

Person Specification :

 

Essentials :

 

  • MSc or BSc in Nutrition with at least three or six years relevant experience respectively in emergency and development nutrition programme in ethiopia

  • Minimum of three years NGO experience

  • Expertise in planning , implementation, management and evaluation of nutrition programmes as per community Based management of Acute Malnutrition (CMAM) approach.

  • Excellent Knowledge of National and International Guidelines, protocols and Standard for Nutrition Response interventions.

  • Excellent interpersonal and mentoring skills to support and develop staff capacity of field based teams.

  • Very good analytical skills, ability to analyse nutrition information and data and generate high quality reports in line with concern and Donor specifications.

  • Knowledge of SMART methodology for nutrition Surveys

  • A task oriented , self-motivated, team player who enjoys and office based work and is flexible to support the Health and nutrition Department.
