Department for International Development Addis Ababa, British Embassy Vacancy Announcement Position: Economist - Salary: A2 – Birr 63, 432 monthly A2L – Birr 51,033 monthly Depending on qualifications and experience - Duration: PermanentMain activities: 1. Analysis and report on the Ethiopian economy in collaboration with the other economists in DFID-Ethiopia. This includes ad hoc analysis on significant economic events (e.g analysis on the Budget, impact of devaluation, etc.) and six-monthly economic update. 2. Track trends in key HD indicators (gender disaggregated) and update key fact sheets for each sector. 3. Provide economic advice and input (e.g. sector budget and expenditure data, economic analysis) to the Senior Responsible Officers (SROs) of DFID-Ethiopia’s Human Development programmes to ensure that DFID-Ethiopia’s Human development portfolio is well implemented and quality results are delivered. 4. Lead the human development strategy work to guide future support beyond 2020. This includes analysis on the evidence underlying future HD strategy, analysis on alternatives to Financial Aid, etc. Contribute to the design and implementation of Human Development sectors financing strategies. 5. Lead economic appraisals of Human Development programmes to inform investment decisions, advise and quality assure value-for-money (VfM) metrics of DFID-E’s Human Development Portfolios. 6. Lead the sector financing analysis in HD sectors and providing advice on how to ensure sustainable financing. 7. Provide support to economic development programming in DFID Ethiopia. 8. Track and report on GoE drought financing and strategic food reserve and carry out analysis on the impact of emergencies on the Ethiopian economy in general and on DFID-E’s HD, humanitarian and economic development portfolios in particular. 9. Develop and maintain a wide network of Government officials, donor counterparts, private sector representatives, analysts, researchers and academics to develop the understanding of the Ethiopian economy and human development challenges in particular.10. Effectively engage with the GoE and development partners’ technical working groups especially the Basic Service Delivery Group of donors and the Financing and Sustainability technical working group. 11. Strategically engage with the senior management teams of GoE, other parts of the DFID and other UK Government departments to ensure effective implementation of the human development interventions in line with the agreed fiduciary, social and environmental safeguards. 12. Act as the office lead on value-for-money, providing training and advice across DFID Ethiopia. The economist is needed from October 2018 onwards. S/he will report to the Deputy Team Leader in HD and will be part of the Human Development Team. Technical support and oversight will be provided by DFID Ethiopia’s Senior Economist. • Five years of practical experience in economic analysis, government budget analysis and reporting on developments in the Ethiopian economy. Desirable:
• Experience in working with bilateral or multilateral organizations at country level.
• Prior experience in government on macroeconomic, fiscal policy, PFM would be an advantage.
• Ability to use economics to understand challenges in human development and how to overcome them.
Functional Skills & knowledge:
• Technical expertise in the tools of economics.
• Economic appraisal skill is an advantage.
• Ability to work effectively with colleagues at national and international level.
• Competency in documentation of events and evaluation of programmes.
• Skills in design of studies, analysis of data and writing reports.
Other skills:
• Computer literacy in basic software programmes, in particular, word processing, spreadsheet development and data manipulation using Microsoft Excel, data management programmes (desirable), the ability to use electronic communication technology and access data from the internet, Power point, and basic statistical analysis.
• The ability to read, write and speak English fluently is required.
Deliverables:
• Six-monthly economic update, analytical report on emerging economic issues;
• Annual Budget analysis reports;
• Economic appraisals and Value for Money (VfM) analysis for HD programmes, and others as required;
