Contract Title: Consultancy Service for Detail Engineering Design, Tender Document Preparation, Supervision & Contract Administration of new road construction in Wereda Asgede & Wereda Raya Azebo.

1. The Government of the Federal Democratic Republic of Ethiopia has received financing support for the Rural Connectivity for Food Security Program (RCFS) 70% IDA Grant E308-Et World Bank and 30% matching fund from the regional government of Tigray. The National Program towards the cost of the Consultancy Service for Detail Engineering Design, Tender Document Preparation, Supervision & Contract Administration of new road construction in Wereda Asgede & Wereda Raya Azebo will be implemented in the 2017 E.C Fiscal year.
2. Interested bidders shall submit the following evidence & Qualifications and requirements including personnel, technical, financial legal, and other additional requirements that should be provided in the bid document. This procurement is not subjected to marginal preference.
- It's Certificate of registration from Ethiopian Construction Authority with Category Grade III and below in Highway & Bridge consultants, renewed for year 2016 E.C budget year and other appropriate documentary evidence demonstrating the bidder's compliance, which shall include:
- Renewed Business License
- Renewed Commercial Registration Certificate
- Renewed Construction Competency Certificate from Ethiopian Construction Authority
- VAT Registration Certificate
- Taxpayer registration certificate
- Renewed Permission certificate for bidding from legal authorities for the year 2016 E.C the budget year.
- Evidence of Being/a registered supplier under the Public Procurement and Property Administration Agency (PPPAA).
3. Bidding will be conducted through the National Competitive Bidding procedures as specified in the bid documents of Consulting Services and is open to all eligible bidders as defined in the bid documents.
4. Interested eligible bidders may obtain further information from Mekelle Admas University campus 4 floor TIGRAY ROADS AUTHORITY design & Procurement Directorate Room number 02 and inspect the bidding documents during office hours working days from 2:00-6:30 and 7:30-11:30 local time starting from the Newspaper published date at the address given below.
5. A complete set of bidding documents in English may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of 1,200 /thousand two hundred/ Ethiopian Birr. The method of payment will be on the Cashier's check. The document will be collected from the stated address below.
6. Bids must be delivered to the address below; the client's address for any communication is TIGRAY ROADS AUTHORITY, Design and Engineering Procurement Directorate 4th floor. Room number 02 before 10 days of the closing of the bid. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be closed on 09/03/2017 at 3:30 local time. Bids will be publicly opened in the presence of the bidders' designated representatives and anyone who chooses to attend at the address below on 09/03/2017 at 4:00 local time. Tigray Roads Authority (TRA) reserves the right, to accept or reject the bid partially or fully.
7. All bids must be accompanied by a "Bid Security" in the form of CPO or "Unconditional Bank guarantee," of 270,000.00 /Two hundred seventy thousand ET Birr for each reference package and Bids shall be valid for 60 days after bid Opening & must be accompanied by a bid security in the form of CPO or unconditional bank guarantee by adding 28 days beyond the bid validity (88 days).
