1. The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the One WaSH National Program (CWA-II), and intends to apply part of the proceeds toward payments under the contract for Drilling of Shallow wells, supply, and installation of Afredeve hand pump at different Schools of Tigray. "For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank's Disbursement Guidelines for Investment Project Financing."
2. Tigray Water and Energy Bureau now invites sealed Bids from eligible Bidders for the drilling of shallow wells, supply and installation of Afredeve hand pumps, Lot-1 #8 (Gulomekeda and Ofla) and Lot-2 #12 (Chila, Asgede and Ahferom) completion period 5 days per shallow well and no margin of preference is applied.
3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers Projects Financing, dated July 2016, revised November 2017 and August 2018. and is open to all Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Mr. Samson Berhane Procurement specialist, +251989847701 sbgirmity@gmail.com Room No 111 new building, and inspect the Bidding document during office hours 2:00-6:30 and 8:00-11:30 local time.
5. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of 800.00 ETB (Eight Hundred Ethiopian Birr). The method of payment will be paid to the Bureau Casherin person. The document will be sent in person.
6. Bids must be delivered to the address below Tigray Water and Energy Bureau on or before 3:00 Local Time, 24 February 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below Tigray Water and Energy Bureau at 3:15 Local Time, 24 February 2025.
7. All Bids must be accompanied by a Bid Security of Lot-1 68,000 ETB (Sixty Eight Thousand Ethiopian Birr) and Lot-2 100,000.00 (One Hundred Thousand Ethiopian Birr). Bid Documents will be purchased from OWNP procurement Section Room No.111 New Building. Starting from 21 January 2025.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
