1. Mekelle Town water and sewerage service office has received a loan from Water Resource Development Basket Fund-(WRDF) towards the cost of the urban water supply and sanitation project and Tigray Regional State: water and Energy Bureau on behalf of Mekelle Town Water and sewerage service office intended to apply part of the proceeds towards payments under the contract for the procurement of Plant Design, supply and installation of Electromechanical Equipments for mekelle Town water supply and Sanitation Improvement project under the Contract No. ICB/ADB/MWSP/G-01/2017
2. Tigray Water and Energy Bureau now invites sealed Bids from eligible Bidders for Plant Design, Supply, and Installation of Electromechanical Equipments for the Mekelle Town Water Supply and Sanitation Project, located in the Mekelle area and the project completion period is 210 days. For Local Bidders having VAT certificate, VAT declaration for the month of Sene, 2016 EFY, TIN No, renewed business license valid for 2016 EFY, and valid and renewed appropriate registration certificate from the appropriate government body. (For design, supply, and installation of similar goods to the project)
3. Bidding will be conducted through the Open Competitive Bidding (International), OCBI Procedures as specified in the Bank's Procurement Framework IFB and is open to all eligible Bidders as defined in the Procurement Framework.
4. 5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of 1500.00 Ethiopian Birr (One Thousand Five Hundred Ethiopian Birr). The method of payment will be in cash. The document will be collected in hard copy.
6. Bids must be delivered to the address below on or before 5 September 2024, 9:00 A.M. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below on 5 September 2024, 9:15 A.M.
7. All Bids must be accompanied by a Bid Security of 900,000.00 ETB (Nine Hundred Thousand Ethiopian Birr) or an equivalent amount in any freely convertible foreign currency from a reputable source from any eligible country in the form of Bank Guarantee included in section IV(Bid forms) of this bidding document or cashiers payment order (CPO).
8. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
