REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES -INDIVIDUAL CONSULTANT SELECTION)  Tigray Regional State Urban Development and Construction Bureau

Urban Productive Safety Net and Job Project (UPSNJP) Grant Number D732-ET

Assignment Title: Recruitment of a Gender specialist who will support project beneficiary cities in the Tigray region    Ref #. ET-TIGRAY-UDCB-383734-CS-INDV

The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank for the cost of the Urban Productive Safety Net and Job Project (UPSNJP) and intends to apply part of the proceeds for consulting services.

The Consulting Service (The Services) includes obtaining the services of a highly qualified Gender Integration & GBV consultant/Specialist who will assist the Tigray Urban Development and Housing Bureau on the implementation of Gender Integration and Gender Based Violence (GBV) aspects of the UPSNJP as enshrined in the project design documents (PAD and PIM) and the Gender Integration Strategy and Action Plan. The role includes ensuring gender integration in all components of the project and implementation of gender-specific interventions as specified in the Gender Action Plan of UPSNJP; and providing capacity building of regional hubs' gender focals/specialists, backstop support to regions and cities, etc. The prospective specialist/consultant will ensure that the implementation of gender and GBV-specific activities is done in such a way that it will respond to the specific needs of the urban context and as relevant to the components that constitute the core principles of the project.

The Specialist among others will have the following duties and responsibilities:

  • v Familiarization of UPSNJP's Gender Integration Strategy and Gender Action Plan to all project implementers and beneficiaries using gender-specific platforms and other platforms (including the project's capacity-building strategy) and through easy to read fliers/booklets in multiple languages,
  • v Provide inputs and lessons in a way that supports/reflects on the implementation of the revised project gender integration strategy and gender action plan in all components of the project;
  • v Monitor and advocate for proper integration of sex and age-disaggregated data collection and reporting; including qualitative progress reporting on gender and GBV-related activities progress;
  • v Assist UPSNJP implementing cities in their gender integration efforts including the provision of capacity-building trainings and coordination with the Gender Directorates within their agency,
  • v Prepare TOR and/or provide inputs for special gender impact studies and other component-specific studies to be cognizant of the gender integration strategy's key focus areas;
  • v Ensure the program has a gender capacity development plan to create a shared awareness of gender and social development components of the program (including awareness of rights of female beneficiaries, protection against sexual exploitation, abuse, and harassment GBV) through preparing a training plan, developing training and promotional materials and conducting training (including TOTS) to federal, regional staff.
  • v Closely work with city officials and Gender experts to address GBV during the implementation of the project and lead the routine planning and reports on gender integration efforts and results, as per the process set by regional PCU; Organize periodic field monitoring visits and share learning's in internal review meetings, JRIS missions and any other platform as needed; Play key facilitation/coordination role in initiatives to strengthen the project's Grievance and Redress Mechanism (GRM) that imbeds Gender Based Violence (GBV) and Sexual Exploitation, Abuse and Harassment (SEAH)including the implementation of the hotline pilot and scale up;
  • v Contribute to exploring best practices in gender mainstreaming and women empowerment within the UPSNJP and promote learning internally and other similar projects to ensure knowledge sharing;
  • v Participate in Gender forums that are led by the government to ensure effective coordination and harmonization consistent with the government vision and are in in compliance with DP policies and the World Bank's operational standards;
  •  Collaborate and closely work with other Regional PCU team members
  •  Perform other duties assigned by the Regional Project Coordinator
  •  The duration of assignment will be for a one-year contract, with a possibility of extension upon satisfactory performance of the consultant.

Required Competencies

The Gender and GBV Specialist/ Consultant should have experience in productive safety net projects and/or on World Bank-supported projects. He/she should have adequate knowledge of the operational processes of multi-sector coordination in GoE and/or experience supporting government agencies on gender mainstreaming and/or GBV integration. She/he has a good understanding of the twin-track approach of gender mainstreaming supporting gender aware/responsive implementation and supporting initiatives that are particularly targeted for gender work. Also requires excellent communication and report-writing skills in both Amharic and English.

The Gender and GBV specialist/consultant should possess the following qualifications/competencies:

  • MA or BA degree or equivalent in sociology, gender, anthropology, social work, development studies, or similar field of studies.
  • v A minimum of 6-8 years experience working on gender and/or women empowerment and/or men engagement. Working on productive safety net projects/interventions and the World Bank's Operational Safeguard Policies and standards is advantageous.
  • v Excellent command of computer (MS Word, Excel, PowerPoint, etc) and is responsive.
  • v Excellent change management skills and strong commitment to sharing expertise and experience in order to develop others (helping others to achieve goals), and resolving conflict successfully.

Tigray Regional State Urban Development and Construction Bureau now invites eligible individual consultants/Specialists to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Qualification and Experience as a gender specialist in Social Protection projects and their capability on the basis of academic background, general and relevant experience, and knowledge of local conditions.

The attention of interested Consultants is drawn to Section III paragraphs 3.16 and 3.17 of The World Bank Procurement Regulations for IPF Borrowers Procurement In Investment Project Financing Goods, Works, Non-Consulting and Consulting Services (recent Edition) ("Procurement Regulation"), setting forth the World Bank's policy on conflict of interest.

A Consultant will be selected in accordance to Section VII para 7.34 to 7.39 of The World Bank Procurement Regulation based on the qualification and relevant experience of the applicants to the assignment.

Remunerations: will be as per the Ministry of Finance channel one salary scale. Further information can be obtained at the address below during office hours from 8:30 am to 12 in the morning and from 2:00 to 5:00 pm local time in the afternoon.
