Description PATH EthiopiaVacancy AnnouncementPosition: Consultant Location: Addis Ababa Job DescriptionThe consultant will be responsible for managing relationships with key decision makers who are involved in polio eradication and mOPV2 vaccine campaign strategies across the health system at the national and subnational level in Ethiopia. Working with the PATH headquarters project team, this person will organize and facilitate the user-centered design session in Ethiopia. This position will be based in PATH’s Addis Ababa office.Through close collaboration with the PATH project team, the consultant will support the PATH in the execution of the user-centered design review session and will be responsible for:• Developing a work plan for stakeholder engagement and serving as project manager to plan, budget, oversee, and document all aspects of project activities in Ethiopia.• Identifying, engaging, and serving as the local point of contact for key stakeholders for PATH’s Ethiopia mOPV2 vial tracking project activities. Examples of key stakeholders include representatives from the ministry of health, program managers, and EPI staff as well as relevant non-governmental and private sector organizations working in mOPV2 campaign activities (Ethiopia Public Health Institute (EPHI), UNICEF, WHO, GAVI, GPEI, BMGF, etc.).• Contacting key stakeholders to understand their roles related to mOPV2 vaccine vial handling and supply chain logistics management, to gain approvals (as necessary) to conduct the user-centered design session, and to secure their participation in the user design session.• Identifying actual users, experts, and campaign staff from mOPV2 campaign sites to gather feedback on design concepts and/or participate in the user design session• Planning and organizing all logistics for the user design session in October 2019 to which up to three PATH staff from the US will attend. This includes transport, travel arrangements, meeting materials, and meeting venues that will be needed to host the user design session in Ethiopia.• Providing or identifying translation support services of project materials into the local language as necessary.• Assisting PATH in the implementation of the user-centered design review session in October 2019, including facilitating discussions with key decision makers, campaign staff, and vaccinators to gather feedback on systems, assumptions, designs, and features for an mOPV2 vaccine vial management aid.• Summarizing the user design review outcomes in a written report.• Providing local context and background to the PATH project team, including conducting formative research to contribute to an improved understanding of national and subnational guidelines, practices, and immunization supply chain and logistics perspectives on use of mOPV2 vaccines in Ethiopia, as needed.• Contributing technical insight and recommendations for improving mOPV2 vial tracking in Ethiopia.• Presenting findings of the user design session to national and international audiences as needed.How to Apply • Send copy of your credentials using the below address to PATH office in EthiopiaPATH Office in Ethiopia,P.O. • Master degree in public health, pharmacy, immunization supply chain management, supply and logistics management, or related field, and at least 10 years of relevant, professional experience. Experience working with polio eradication initiatives and/or immunization supply chain logistics programs highly desired, but not required.
• Experience in managing client relationships, developing project work plans and budgets, and managing project implementation.
• Exceptional managerial and operational experience, preferably in managing complex activities involving coordination with multiple project stakeholders and partner institutions.
• Effective working relationships with country level Ministries of Health and national and subnational program managers, and non-governmental and private sector organizations in Ethiopia.
• Proven ability to negotiate and influence policy and project decisions with senior government and donor officials.
• Demonstrated knowledge of Ethiopia’s health system at the national and subnational level pertaining to immunization supply chain logistics policies and practices.
• Skilled in successfully working with geographically dispersed teams and working in a multi-cultural environment.
• Strong leadership, communication, organizational and interpersonal skills.
• Strong oral and written English language skills.
• Ability to travel up to 50% during the period of performance to campaign sites and health facilities in Ethiopia.
